During the administration of President Tyler, Congress passed a bill creating such a bank. This bill was vetoed by him because of certain features which he alleged' were objectionable; yet notwithstanding the removal by Con gress of the objectionable features from the bill, be vetoed it a second time. The Treasury Department was established September 2, 1789. The Government began its existence by assuming debts amounting in the aggregate to of which was foreign, and was domestic debt of the Confederation, and was debt of the States.
