Excerpt from Counties of Illinois, Their Origin and Evolution: With Twenty-Three Maps Showing the Original and the Present Boundary Lines of Each County in the State The powers of the county as a body politic and corporate are exercised by the county board, which consists, in Cook county, of fifteen commission ers, ten elected from the city of Chicago and five from the outlying townships. In other counties under township organization the county board consists of the supervisors from the several townships of the county. In counties not under township organization, the county board consists of three commission ers elected by the electors of the entire county for a term of three years with terms so arranged that a new member will be elected each year.
