This guideline was produced through a Nordic Council of Ministers’ project Green Growth through Public Procurement. The project aims to create a common Nordic understanding of the possibilities for taking environmental considerations in public procurement according to the EU Public Procurement Directives (2014). The guideline presents the results of the project.The guideline focuses exclusively on opportunities to use Environmental Management Systems (EMS) and ecolabels in a tender and gives both a general introduction to the possibilities of using EMS and ecolabels and specific suggestions for how minimum requirements, award criterion and contract terms can be formulated.The target group for this manual includes public purchasers and other stakeholders – especially suppliers –want to gain insight into the rules for using EMS and ecolabels in line with the 2014 directives.

Available online: http://norden.diva-portal.org/smash/record.jsf?pid=diva2:1452437 The project developed Green Public Procurement (GPP)criteria for environmentally friendly alternatives in the Refrigeration & Air Conditioning (RAC) sector. The problem with sector in the Nordic countries is that it contains large installed amounts of very strong climate gases, the HFCs. The total Nordic installed amount in 2018 is estimated to be approx. 43.5 million tons CO2 eqv. A market study roughly estimates that appr. 10 % are publicly owned installations. The project has formulated green procurement criteria for 25 product categories, based on screening data of the current technology stage for low GWP refrigerants and energy efficiency in different RAC product categories. The criteria can be directly inserted into tender documents. The overall conclusion is that natural refrigerants are applicable for most RAC products at equal cost and can be used as a selection criteria in GPP.

The working group on Sustainable Consumption and Production, under the Nordic Council of Ministers requested consultants from Gaia to identify, write out and publish best practice cases of sustainable consumption and production on the UNEP SCP Clearinghouse. This report presents nineteen initiatives that cover two particular themes: 1) Sustainable Lifestyles and Education and 2) Sustainable Public Procurement. The cases have also been added into the UNEP's 10 Year Frame-work Program (10YFP) information platform, the SCP Clearinghouse which is a concrete result of Rio+20. The objective is to enhance international cooperation in order to accelerate a shift towards sustainable consumption and production in developed and developing countries. The SCP Clearinghouse is a web-based information sharing tool, which can be used by different actors as an inspiration for advancing SCP worldwide.

“It's a fight against time." That is how the book begins, presenting a historical background of how the topic of sustainable production and consumption was included in the global agenda and reached Brazil. It is clear in the work who and what the potential actors and instruments that interact for that purpose are. In a fun way, thematic infographics show the impact from consumption and production, inspired by Life Cycle Assessment (LCA). In Chapters 2 and 3, readers will find inspiring examples of institutional procurement collected through exclusive interviews, news articles, corporate reports and scientific articles describing successful experiences in the public and private sectors, highlighting which institutions broke the resistance and became protagonists in the use of transformation potential through sustainable consumption and production. In Chapter 4, under a guidance perspective, two tools are recommended for continuously improving management of public and business procurement - the former was developed by ICLEI, for the Procura+ campaign, and the latter by the UN Global Compact. Also, propositions are presented in order to incorporate sustainability attributes in the procurement and supply management systems. Based on our experiences with consultancies and projects in partnership with governments, business platforms and academic researches, a survey was conducted with about 50 institutions, among public bodies and businesses, organizing lessons learnt and calling attention for facilitators and barriers of institutional consumption aimed at sustainability. Among the institutions we surveyed, we picked up the examples described in this work. Finally, in Chapter 5, under an integrated perspective of sectors and actors, including individual consumers, we made a critical analysis of the advancements and challenges faced in the past years, and point to guidelines for the future of the so-wanted 'inclusive green economy', considering institutional procurement as an essential tool to (re)build a global scenario that is more favorable to sustainable development.

Putting theory into practice via local strategies can be a good means for the transition towards a circular economy in the construction sector. Municipalities can set demands for CE solutions by requiring, e.g. the use of recycled and/or recyclable construction materials, the application of design for disassembly principles in construction and requiring resource mapping, and reuse and recycling in the demolition phase. The study identifies and presents cases and experiences from the implementation of CE concepts at the local level in the Nordic communities with a focus on construction, renovation and demolition. Barriers and drivers for the uptake of CE solutions are analysed, and enabling factors that could support the implementation of circular economy concepts and identified barriers in norms, legislation and guidelines are described. As part of the project, the project group gave 10 policy recommendations.

The 2030 Agenda, adopted by the UN General Assembly in September 2015, outlines an ambitious and universal plan of action for people, planet and prosperity as it seeks to strengthen universal peace and freedom. This report presents national and Nordic action on Agenda 2030 with the aim to inform and support the Nordic Council of Ministers in formulating a new Nordic Sustainable Development Programme. All Nordic countries are engaged and strongly committed to implementing Agenda 2030 and there is a broad societal interest in joint Nordic action. The existing Nordic Strategy for Sustainable Development and several other key initiatives within Nordic cooperation already contribute to the goals of Agenda 2030. A new Nordic Sustainable Development Programme can build upon a strong foundation and add further value to the national and international work done by the Nordic countries.

The Nordic countries rank high in international reports of nations' progress towards the 17 Sustainable Development Goals (SDG). Along with other industrialised countries, however, the Nordic countries have been ranked poorly in their progress towards SDG 12, which concerns Sustainable Consumption and Production. This report looks closer at the Nordic countries' main challenges in achieving SDG12 and sets out recommendations for Nordic collaboration to tackle these.
