The seemingly unlimited availability of science and engineering (Samp;E) talent in emerging economies and the increasing difficulties of finding such talent in advanced economies have given rise to a new trend: the global sourcing of Samp;E talent. This paper examines the antecedents and dynamics of this trend. In particular, it examines the coevolution of macroeconomic forces, domestic and offshore national policies, industry dynamics, and firm-level offshoring capabilities driving today's offshoring decisions. The analysis exploits findings from the Offshoring Research Network (ORN) project. By taking a dynamic and multilevel perspective on next-generation offshoring, this paper may inform both firm-level strategies and national policy-making.

Er hatte bereits damals erkannt, dass sich die Produktivität durch Arbeitsteilung erheblich steigern lässt. Bereits das im 17. Jahrhundert in Frankreich existierende Wirtschaftssystem, der Merkantilismus, mit den Grundzügen der Arbeitsteilung arbeitete. Dieses Prinzip entwickelte sich im 18. Jahrhundert zum Taylorismus weiter, welchen Henry Ford mit der Einführung der Fliessbandarbeit in der Automobilindustrie in den 1930er Jahren perfektioniert hat. Diese geschichtlichen Vorgänge werden in der Literatur häufig als „Ursprung“ des Outsourcings gedeutet. Die ersten wirklichen Outsourcingformen, so wie wir sie heute kennen, haben sich aber erst in den 70er Jahren des vergangenen Jahrhunderts entwickelt, als amerikanische IT-Unternehmen Prozesse der Datenerfassung auf die karibischen Inseln auslagerten. Als eigentlicher Start des Outsourcings der Gegenwart aber gilt das Jahr 1989 als die Firma Kodak ihre Datenverarbeitungs- und Kommunikationsnetze an IBM ausgelagert hat. Seitdem hat sich Outsourcing über die ganze Welt ausgebreitet. Im laufe der vergangenen 15 Jahre bildeten sich immer wieder neue Formen und Varianten des Outsourcings heraus, die heute als klassische oder traditionelle Outsourcingformen bekannt sind.
