Every 10 years the National Research Council releases a survey of astronomy and astrophysics outlining priorities for the coming decade. The most recent survey, titled New Worlds, New Horizons in Astronomy and Astrophysics, provides overall priorities and recommendations for the field as a whole based on a broad and comprehensive examination of scientific opportunities, infrastructure, and organization in a national and international context. These reports provide additional depth and detail in each of their respective areas. Taken together, they form an essential companion volume to New Worlds, New Horizons: A Decadal Survey of Astronomy and Astrophysics. : The Square Kilometre Array (SKA) will provide more than one order of magnitude improvement in sensitivity compared with any existing radio telescope over a wavelength range of several hundred to one, from decametric to microwave wavelengths. It will revolutionize the study of the most abundant element in the Universe, hydrogen, from the epoch of reionisation to the present-day, probing the onset formation period of the very first stars, will closely scan proto-planets and, through the precision timing of pulsars, will detect the distortions of space-time due to gravitational radiation. The SKA is a sensing network spanning 3000 km from its centre and with a collecting area of more than 1 square kilometre, using technologies of the 21st century. The SKA will make the study of a wide range of phenomena initially studied at other wavelengths possible at radio wavelengths, as well as opening a new discovery window on new phenomena at radio wavelengths. Symposium 7 of the JENAM 2010 aimed at bringing these diverse opportunities to the attention of both theoretical and observational astronomers working at all wavelengths, including the potential for synergies with other facilities. The meeting highlighted the scientific potential of the SKA, discussed scientific priorities and their impact on the design of the SKA, explored the synergies between the SKA and other next-generation astronomical facilities in different wavelength domains such as the ALMA, ELTs, LSST, JWST, GRE, IXO, Gaia and Euclid, and high-energy facilities (Auger), explored the “cyber–infrastructure” that may become available for the distribution and distributed analysis of SKA data.

Large area sky surveys are now a reality in the radio, IR, optical and X-ray passbands. In the next few years, new surveys using optical, UV and IR mosaic cameras with high throughput digital detectors will expand the dynamic range and accuracy of photometry and astrometry of objects over a significant fraction of the entire sky. Parallel X-ray and radio surveys over the same areas will produce astronomical image and spectroscopic databases of unprecedented size and quality. Jöbsis was the first to describe the in vivo application of near-infrared spectroscopy (NIRS), also called diffuse optical spectroscopy (DOS). NIRS was originally designed for the clinical monitoring of tissue oxygenation, and today it has also become a useful tool for neuroimaging studies (functional near-infrared spectroscopy, fNIRS). However, difficulties in the selective and quantitative measurements of tissue hemoglobin (Hb), which have been central in the NIRS field for over 40 years, remain to be solved. To overcome these problems, time-domain (TD) and frequency-domain (FD) measurements have been tried. Presently, a wide range of NIRS instruments are available, including commonly available commercial instruments for continuous wave (CW) measurements, based on the modified Beer–Lambert law (steady-state domain measurements). Among these measurements, the TD measurement is the most promising approach, although compared with CW and FD measurements, TD measurements are less common, due to the need for large and expensive instruments with poor temporal resolution and limited dynamic range. However, thanks to technological developments, TD measurements are increasingly being used in research, and also in various clinical settings. This Special Issue highlights issues at the cutting edge of TD DOS and diffuse optical tomography (DOT). It covers all aspects related to TD measurements, including advances in hardware, methodology, the theory of light propagation, and clinical applications.
