In one country, the prime minister pushes for the liberalization of digital finance as a central pillar of the country's national strategy, while the central bank almost makes it a criminal offence. In another, the digital minister tries to scupper the very process to support digital transformation that the president has asked them to co-lead. This book gives a ringside seat on seven developing countries' tumultuous early steps on the path to a reform of the economy and the government using technology. Written by a group of academics and practitioners from Oxford at the heart of the process, but foregrounding the voices of the policymakers and participants, this book documents and critically assesses efforts to assist a set of governments to kick-start digital transformation. In doing so, it offers lessons for policymakers in other countries who want to pursue similar efforts. Beyond that, however, it is also an exposition of the process of policymaking more generally in the 2020s, and offers broader insight into how outsiders can play a sensible role in other reform processes in developing and emerging countries.

Urban agriculture and food sovereignty are crucial issues that are included due to their impact on city life. The scale of modern food production has created and exacerbated many vulnerabilities and the feeding of cities is now infinitely more complex. In recent years, there has been a rapid expansion in initiatives and projects exploring innovative methods and processes for sustainable food production. These projects are mainly focused on providing alternative models that shift the power back from the global food system to communities and farmers improving social cohesion, health and wellbeing. Social protection has been recognized as a key strategy to address poverty, vulnerability and social exclusion in Lesotho. As a result, the Government, with support from UNICEF and the European Union, developed the Child Grants Programme (CGP), which provides unconditional cash transfers to poor and vulnerable households registered in the National Information System for Social Assistance (NISSA). The quantitative impact evaluation presented in this report seeks to document the welfare and economic impacts of CGP and SPRINGS on direct beneficiaries and assess whether combining the cash transfers with a package of rural development interventions can create positive synergies at both individual and household level, especially in relation to income generating activities and nutrition. The evidence review for dietary guidance is the first step in establishing the Myanmar food based dietary guidelines (FBDGs) for pregnant and lactating women and children under 5 years old. Sub-Saharan Africa is uniquely positioned significantly increase its current agricultural productivity to lift the region’s more than 400 million people out of extreme poverty and improve the livelihood of approximately 250 million smallholder farmers and pastoralists in the region. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.
