The dam is L-shaped, about 80 ft. long and 27 ft. high. The dam is in poor condition. The upstream face is overgrown and eroded, the embankment crest deteriorated and abused by improper usage. It falls within the small size category and in the high hazard category. Failure of the dam would cause a flood through a thickly settled area.

The Lynn Reservoir Dam, owned and operated by the City of Lynn, is an earthen embankment structure located in the central portion of Lynn, Massachusetts. The dam has a hydraulic height of 10 feet and is 1,920 feet long. The top width is 18 feet. As a result of the visual inspection and the review of available data, the Lynn Reservoir Dam is considered to be in poor condition. Major concerns are: deterioration of the concrete foundation of the outlet works building, badly corroded and perforated structural members of the outlet works control bridge; deterioration of the outlet works abutments, and apparent erosion on the downstream slope of the dam. The test flood pool would rise to within 0.6 feet of the embankment crest.

It is an earthfill structure with a concrete core that is about 1390 ft. long having a maximum height of 60 ft. The dam is fair condition, there being several motorbike trails and footpaths on the downstream slope. It is intermediate in size and has a hazard potential of high. Failure of the dam would inundate the baseball field and recreational area immediately below the dam and would pass through a thickly settled residential area. The Lee Pond Dam consists of an earthen embankment with a natural spillway and a vertical stone masonry wall along two short sections of the downstream face. The embankment has a minimum top width of 15 ft. and a maximum height of 25 ft. The overall length of the dam is 870 ft., including the natural spillway at the right end of the dam which is about 15 ft. wide at normal pool elevation. The outlet works consist of an inoperable sluice gate located about 250 ft. from the left end of the dam. The dam impounds Lee Pond, which is used for recreational purposes. Maximum storage capacity at the top of dam is 220 acre-feet. Based on visual inspection and a review of all available pertinent data, the dam is considered to be in poor condition. Features that could effect the structural integrity of the dam are seepage at the downstream toe of the dam, erosion and slumping of dam slopes, extensive tree growth on the dam slopes and animal burrows on the crest and downstream face. The calculated test flood inflow of about 660 cfs results in a routed outflow of about 650 cfs. The spillway passes 100% of the test flood outflow with a freeboard of about 3 ft.

The impounding structure at West Pond is a 123-foot long, 12-foot high earthfill dam with an overflow spillway at the east abutment. The spillway is located at the east abutment of the dam and consists of a notched ungated concrete weir with an overall length of 16 feet. The low point on the top of the dam is lower than the unnotched portion of the spillway. Based on the visual inspection of the site and a review of the limited data available on the dam, the dam is considered to be in poor condition and is in need of extensive repair work. The following deficiencies were observed at the site: moderate seepage below the toe of the dam; severe erosion of the upstream slope exposing the core wall; erosion of the top and downstream slope of the dam, localized buldging along the downstream slope; lack of a low level outlet; separation of the training walls from the spillway; seepage around and beneath the spillway; brush, timber, and debris in the discharge channel; and trees and vegetation growing on the slopes of the dam. The peak test flood outflow of 107 cfs will overtop the dam by a maximum of 1.3 feet. The spillway can discharge only 1.1 percent of the test flood before the dam is overtopped.

Whiting Pond Dam is approximately 600 ft. long, has a maximum height of 9 ft, and includes a 13-ft. long concrete spillway. The dam is in fair condition, based on a visual examination of the structure. Although some deficiencies were noted, there no evidence of settlement, lateral movement or other signs of structural failure or other conditions which would warrant urgent remedial action. The PMF outflow of 4160 cfs (1015 csm) would overtop the spillway platform by about 2.6 ft. and most of the embankment by 1 to 1.5 ft. With the water at the level of the platform, the spillway (without flashboards) can pass 312 cfs which is 7.5 percent of the test flood.

Bailey Pond Dam, Amesbury, Mass., is a 180 foot long earth embankment with concrete walls forming a portion of the upstream face of the dam and the approach channel to the spillway. The height of the dam is 15 ft. which is the height of the inlet chamber below the spillway. The dam and spillway are generally in fair condition. A test flood equal to 1/4 the PMF was selected.
