Measurements, and their manipulation, have been underestimated as crucial historical forces motivating and guiding the way we think about disability. Using measurement technology as a lens, and examining in particular the measurement of hearing and breathing, this book draws together several existing discussions on disability, phenomenology, healthcare, medical practice, big data, embodiment, and emerging medical and scientific technologies around the turn of the twentieth century. These are popular topics of scholarly attention but have not, until now, been considered as interconnected topics within a single book. As such, this work connects several important, and usually separate academic subject areas and historical specialisms. The standards embedded in instrumentation created strict, but, ultimately arbitrary thresholds of what is categorised as normal and abnormal. Considering these standards from a long historical perspective reveals how these dividing lines shifted when pushed.

This book is open access under a CC BY-NC 2.5 license. This book introduces new methods for measuring and analyzing residential segregation. It begins by placing all popular segregation indices in the “difference of group means” framework wherein index scores can be obtained as simple differences of group means on individual-level residential attainments scored from area racial composition. Drawing on the insight that in this framework index scores are additively determined by individual residential attainments, the book shows that the level of segregation in a given city can be equated to the effect of group membership (e.g., race) on individual residential attainments. This unifies separate research traditions in the field by joining the analysis of segregation at the aggregate level with the analysis of residential attainments for individuals. Next it shows how segregation analysis can be extended by using multivariate attainment models to assess the impact of group membership (i.e., the level of segregation for a city) while including controls for other relevant individual characteristics (e.g., income, education, language, nativity, etc.). It then illustrates how one can use these models to quantitatively assess the extent to which segregation traces to impacts of group membership on residential attainments versus other factors such as group differences in income. The book then shows how micro-level attainment models can be used to study macro-level variation in segregation; specifically, by estimating multi-level models of individual residential attainments to assess how the effect of group membership (i.e., segregation index scores) vary with city characteristics. Finally, the book introduces refined versions of popular indices that are free of the vexing problem of upward bias. This improves the quality of segregation measurement directly at the level of individual cases and expanding the number of cases that can be safely included in empirical studies.

Disputes over government policies rage in a number of areas. From taxation to climate change, from public finance to risk regulation, and from health care to infrastructure planning, advocates debate how policies affect multiple dimensions of individual well-being, how these effects balance against each other, and how trade-offs between overall well-being and inequality should be resolved. How to measure and balance well-being gains and losses is a vexed issue. Matthew D. Adler advances the debate by introducing the social welfare function (SWF) framework and demonstrating how it can be used as a powerful tool for evaluating governmental policies. The framework originates in welfare economics and in philosophical scholarship regarding individual well-being, ethics, and distributive justice. It has three core components: a well-being measure, which translates each of the possible policy outcomes into an array of interpersonally comparable well-being numbers, quantifying how well off each person in the population would be in that outcome; a rule for ranking outcomes thus described ; and an uncertainty module, which orders policies understood as probability distributions over outcomes. The SWF framework is a significant improvement compared to cost-benefit analysis (CBA), which quantifies policy impacts in dollars, is thereby biased towards the rich, and is insensitive to the distribution of these monetized impacts. The SWF framework, by contrast, uses an unbiased measure of well-being and allows the policymaker to consider both efficiency (total well-being) and equity (the distribution of well-being). Because the SWF framework is a fully generic methodology for policy assessment, Adler also discusses how it can be implemented to inform government policies. He illustrates it through a detailed case study of risk regulation, contrasting the implications of results of SWF and CBA. This book provides an accessible, yet rigorous overview of the SWF approach that can inform policy-makers and students.
