The Measles Outbreaks Strategic Response Plan 2021- 2023 (MOSRP) envisions “A world where all countries are equipped with robust measles outbreak prevention, preparedness and response systems”. The primary goal is that countries prevent, prepare for, respond to and recover from measles outbreaks. The secondary goals are to improve surveillance so that outbreaks are rapidly detected and acted upon quickly, and to use outbreaks as entry points for strengthening routine immunization programmes and narrowing immunity gaps, leading to the prevention of future outbreaks. The MOSRP presents a 4-pronged strategy to ensure outbreak and emergency preparedness and timely and effective response to limit the spread of disease and reduce its consequences under the Measles and Rubella Strategic Framework 2021-2030 (MRSF): coordination, prevention, preparedness, response and recovery.

Measles and rubella vaccination is an integral part of immunization programmes worldwide, contributing to progress towards achieving global immunization goals and, more broadly, the Global Health Security Agenda and the United Nations Sustainable Development Goals (SDGs).
