Community policing, as a philosophy, supports the systematic use of partnerships and problem-solving techniques to proactively address the immediate conditions that give rise to public safety issues, including crime, social disorder, and fear of crime—as opposed to responding to crime after it occurs. Community policing expands the traditional police mandate. The movement toward community policing has gained momentum in recent years as police and community leaders search for more effective ways to promote public safety and to enhance the quality of life in their neighborhoods. Understanding Community Policing, prepared by the Community Policing Consortium, is the beginning of an effort to bring community policing into focus.
