The MANPOWER MANAGEMENT SYSTEM Task seeks to integrate the growing body of psychological, mathematical, and computer technology in the solution of manpower management problems. Under Task research objectives a specific requirement was generated for the development of rotation policy models for use in evaluating alternative manpower policies for the inventory, allocation, and assignment of U.S. Army personnel in current and future systems. Eight manpower flow models, presented in this report, were developed to represent the Army personnel system under varying requirements and levels of complexity with respect to type of duty tour, flow of personnel, duration of tours, allocation of personnel, and alternation policy. Sample nomograms, facilitating estimation of effects of selected policy alternatives, are provided. Additional nomograms, based on models in the series, are presented in AD-640 005. In addition to the sample charts, a set of symbols is provided in a glossary which the user may apply in working with a specific problem selected for study. Computer programs for estimating CONUS tour lengths have been written for two of the steady-state system models described in this report. A dynamic model has also been developed, using a computer simulation to represent the system during periods of transition. This model and its application will be described in a later publication. The report presents two sets of nomograms or charts developed on the basis of a series of eight manpower flow models to represent steady-state allocations for various tour lengths and types of assignment in CONUS and overseas. The charts can be used by management personnel to arrive at estimates of effects of a given policy alternative without recourse to a computer or mathematical formulation. Instructions for using the charts, the basic personnel system model, developmental algebraic equations, and an index for locating the appropriate nomogram for a given problem are provided.

BESRL Technical Research Reports are publications describing completed research studies or programs which contribute directly to the solution of Army human factors problems. The Report is generally divided into two parts--a brief general report to management and a technical supplement. BESRL Technical Research Notes are of interest primarily to technically trained research workers in the Department of Defense and in other government research agencies. Notes present technical information concerning research methodology or basic psychological knowledge growing out of the work program. BESRL Research Studies are special reports to military management, generally prepared in response to questions raised by operating agencies when early answers are needed. Research Studies may include presentations to military management, interim bases for changes in personnel operations, and bases for research decisions. Distribution is usually limited to operating agencies with a direct interest in the content. BESRL Research Memorandums are informal reports on technical research problems. Research Memorandums include the following types of content: details concerning construction of experimental instruments, fragmentary or incidental data, and methodological developments relating primarily to in-house technical operations. Limited distribution is made, primarily to personnel engaged in research for the U.S. Army Behavioral Science Research Laboratory.
