Analytic Hierarchy Process (AHP) is a decision-making technique that has been widely studied and developed by the scientific community. The interest in this tool is because it combines scientific rigor with the simplicity of its application. Additionally, it has been extended to uncertainty frameworks, such as fuzzy and neutrosophic frameworks. This paper aims to define a new method called NAHP+NSC, where the Neutrosophic Analytic Hierarchy Process (NAHP) is combined with the recently introduced Neutrosophic Social Choice (NSC) theory. Neutrosophy incorporates indeterminacy to both the AHP technique and the SC theory, which is an intrinsic condition of any decision-making process. On the other hand, it is possible to count on a group of experts to carry out the NAHP evaluations, where the chosen alternative is the one with the highest votes. Experts are divided into kind of homogeneous sub-groups called Interest Groups (IG), where each IG conjointly evaluates the proposed alternatives, and then tools of NSC are used for choosing the best alternative. The contribution of this new method is that evaluations and results are more accurate when indeterminacy is incorporated.

This special issue reflects the impact of neutrosophic theory in Latin America, especially after creating the Latin American Association of Neutrosophic Sciences. Nowadays, the economic crisis affecting the countries makes more important the selection process of investment projects. Such is the case of Ecuador where the Multi-annual Public Investment Plan 2017-2021 establishes indicative amounts of public investment that are projected to be executed annually to achieve each of the nine strategic objectives of the National Development Plan that pay tribute to the Sustainable Development Goals of the UN. This plan has certain weaknesses that may not allow an effective and efficient choice at the same time. Which entails a scenario of uncertainty for the Ecuadorian investment process. So we dare to say that a classic selection of investment projects is not suitable. Therefore, there is a need for a decisionmaking support tool that allows the most effective and optimal selection of the projects of greater importance and scope based on multiple, specifically defined criteria. Thus, the main objective of this research is to develop a selection process for investment projects based on multicriteria decision methods in a plithogenic environment. If an adequate method is determined for the selection of an investment project in an environment of uncertainty based on Plithogeny, it will be possible to provide an effective tool that optimizes the decision-making process. For this, the plithogenic versions of the AHP and TOPSIS methods will be adopted.

The analytic hierarchy process (AHP) is recognised as one of the most commonly applied methods in the multiple attribute decision-making (MADM) literature. In the AHP, encompassing uncertainty feature necessitates using suitable uncertainty theories, since dealing efficiently with uncertainty in subjective judgements is of great importance in real-world decision-making problems. The neutrosophic set (NS) theory and grey systems are two reliable uncertainty theories which can bring considerable benefits to uncertain decision-making. In this paper, a new method based on PROMETHEE and TODIM is proposed to solve the MADM problem under the single-valued neutrosophic environment. Based on the calculation formula of inflow and outflow in PROMETHEE method, and the calculation formula of overall dominance in the TODIM method, a new integrated formula is obtained.
