Les Lignes directrices sur une justice adaptée aux enfants - et leur exposé des motifs - ont été adoptées par le Conseil de l'Europe en 2010. Fondées sur les normes européennes et internationales existantes, notamment la Convention des Nations Unies sur les droits de l'enfant et la Convention européenne des droits de l'homme, les lignes directrices visent à garantir l'accès effectif des enfants à la justice ainsi que leur traitement adéquat. Elles s'appliquent à toutes les situations dans lesquelles des enfants sont susceptibles d'entrer en contact avec le système de justice pénal, civil ou administratif. Elles rappellent et défendent les principes que sont l'intérêt supérieur de l'enfant, l'attention et le respect, la participation, l'égalité de traitement et la primauté du droit; elles portent sur des questions telles que les droits à l'information, à la représentation et à la participation, la protection de la vie privée, la sécurité, l'approche multidisciplinaire et la formation, les garanties à tous les stades de la procédure et la privation de liberté.Les 47 Etats membres du Conseil de l'Europe sont encouragés à adapter leur système juridique aux besoins particuliers des enfants, à combler l'écart entre les principes internationalement reconnus et la réalité. A cette fin, l'exposé des motifs donne des exemples et propose des solutions pour remédier aux écarts qui subsistent entre le droit et la pratique en matière de justice appliquée aux enfants.Ces lignes directrices font partie intégrante de la Stratégie du Conseil de l'Europe sur les droits de l'enfant et de son programme « Construire une Europe pour et avec les enfants ». Des activités de promotion, de coopération et de suivi sont prévues en vue d'une mise en oeuvre effective des lignes directrices au profit de chaque enfant.

Having safe drinking water is important to all Americans. The Environmental Protection Agency's decision in the summer of 2001 to delay implementing a new, more stringent standard for the maximum allowable level for arsenic in drinking water generated a great deal of criticism and controversy. Ultimately at issue were newer data on arsenic beyond those that had been examined in a 1999 National Research Council report. EPA asked the National Research Council for an evaluation of the new data available. The committee's analyses and conclusions are presented in Arsenic in Drinking Water: 2001 Update. New epidemiological studies are critically evaluated, as are new experimental data that provide information on how and at what level arsenic in drinking water can lead to cancer. The report's findings are consistent with those of the 1999 report that found high risks of cancer at the previous federal standard of 50 parts per billion. In fact, the new report concludes that men and women who consume water containing 3 parts per billion of arsenic daily have about a 1 in 1,000 increased risk of developing bladder or lung cancer during their lifetime.
