Leonardo da Vinci, the eminent Renaissance scholar and philosopher said, "water is the driver of nature". Many may have considered it to be an overstatement in the past, but at the beginning of the third millennium, no sane individual would disagree with Leonardo's view. Water is becoming an increasingly scarce resource for most of the world's citizens. The current trends indicate that the overall situation is likely to deteriorate further, at least for the next two decades, unless the water profession eschews its existing "business as usual" practices, which can only allow incremental changes to occur. Somewhat surprisingly, the water profession as a whole neither realised nor appreciated the gravity of the global water situation as late as 1990, even though a few serious scholars have been pointing out the increasing criticality of the situation from around 1982. For example, the seriousness of the crisis was not a major issue, either at the International Conference on W ater and the Environment, which was organised by the UN system in Dublin and also at the UN Conference on Environment and Development at Rio de Janeiro. Held in 1992, both are considered to be important events for the water sector of the past decade. It is now being increasingly recognised that the Dublin Conference was poorly planned and organised, and thus not surprisingly it produced very little, if any, worthwhile and lasting results.

It is now widely accepted that the world is likely to face a major water crisis unless the present management practices are improved very significantly. Promoted extensively by donors and international institutions over the past 15 years, integrated water resources management (IWRM) has been assumed explicitly to be "the" solution for managing the limited water resources of the world. Hundreds of millions of dollars have now been spent in promoting IWRM in developing countries. However, no serious and objective analysis has ever been undertaken as to whether IWRM has made water management more efficient and equitable in any region of the world than otherwise may have been the case. This pioneering analysis indicates that IWRM has not only been unsuccessful in Latin America, but also is highly unlikely to succeed in the future. The reasons and constraints for this failure are outlined. This book previously appeared as a special issue of the International Journal of Water Resources Development.

Strength from the Waters is an environmental and social history that frames economic development, environmental concerns, and Indigenous mobilization within the context of a timeless issue: access to water. Between 1927 and 1970 the Mayo people--an Indigenous group in northwestern Mexico--confronted changing access to the largest freshwater source in the region, the Fuerte River. In Strength from the Waters James V. Mestaz demonstrates how the Mayo people used newly available opportunities such as irrigation laws, land reform, and cooperatives to maintain their connection to their river system and protect their Indigenous identity. By using irrigation technologies to increase crop production and protect lands from outsiders trying to claim it as fallow, the Mayo of northern Sinaloa simultaneously preserved their identity by continuing to conduct traditional religious rituals that paid homage to the Fuerte River. This shift in approach to both new technologies and natural resources promoted their physical and cultural survival and ensured a reciprocal connection to the Fuerte River, which bound them together as Mayo. Mestaz examines this changing link between hydraulic technology and Mayo tradition to reconsider the importance of water in relation to the state's control of the river and the ways the natural landscape transformed relations between individuals and the state, altering the social, political, ecological, and ethnic dynamics within several Indigenous villages. Strength from the Waters significantly contributes to contemporary Mexicanist scholarship by using an environmental and ethnohistorical approach to water access, Indigenous identity, and natural resource management to interrogate Mexican modernity in the twentieth century.

The international boundary between the United States and Mexico spans more than 1,900 miles. Along much of this international border, water is what separates one country from the other. Border Water provides a historical account of the development of governance related to transboundary and border water resources between the United States and Mexico in the last seventy years. This work examines the phases and pivot points in the development of U.S.-Mexico border water resources and reviews the theoretical approaches and explanation that impart a better understanding of these events. Author Stephen Paul Mumme, a leading expert in water policy and border studies, describes three important periods in the chronology of transboundary water management. First, Mumme examines the 1944 Water Treaty, the establishment of the International Boundary and Water Commission (IBWC) in 1945, and early transborder politics between the two governments. Next, he describes the early 1970s and the rise of environmentalism. In this period, pollution and salinization of the Colorado River Delta come into focus. Mumme shows how new actors, now including environmentalists and municipalities, broadened and strengthened the treaty's applications in transboundary water management. The third period of transborder interaction described covers the opening and restricting of borders due to NAFTA and then 9/11. Border Water places transboundary water management in the frame of the larger binational relationship, offering a comprehensive history of transnational water management between the United States and Mexico. As we move into the next century of transnational water management, this important work offers critical insights into lessons learned and charts a path for the future.
