Originally published in 2005. Citizen involvement - and the concept of partnership - in urban governance has long been a major issue in the transformation of local democracy. The move from delegated to participative forms of local government has, in principle, profound consequences for governance at the scale of cities. However, it is clear that partnership and participation are interpreted in many different ways, according to the traditions of government in different countries. This volume brings together the experiences of three countries in which very different approaches to participation are evident: Canada, France and the United Kingdom. By comparing and reflecting on these countries' approaches and the resulting changes in governance, it provides an in-depth analysis of the intentions and effects of involving citizens in policy making. It also highlights innovative new forms of partnership which are emerging within metropolitan areas at a local level.

This study tests the potential of a facilitated action-research approach in participative urban design projects to act as catalysts in countering social violence in distressed quarters of France. It evaluates the FAR programme (Formation Action Recherche pour la coproduction et gestion des espaces publics) in the region Nord – Pas de Calais as a local strategy for achieving the national objectives of social reform – as envisioned by President Mitterand and encapsulated in the national Politique de la Ville. Significantly, this study identifies the critical importance of positive political will at all levels in achieving the goals of the Politique de la Ville, and it provides a possible explanation for the failure of previous attempts to engage residents effectively. It also indicates possible future strategies for planning participative projects where they are intended to promote integrated social, urban and economic development.

Cities are a locus of human diversity, where people with varying degrees of wealth and status share an association within a particular urban boundary. Despite the common geography, sharp social divisions characterize many cities. High levels of urban violence bear witness to the difficult challenge of creating socially cohesive and inclusive cities. The devastated inner cities of many large American urban centres exemplify the failure of urban development. With an enlightened democratic approach to policy reform, however, cities can achieve social sustainability. Some cities have been more successful than others in creating environments conducive to the cohabitation of a diverse population. In this collection of original essays, case studies of ten cities (Montreal and Toronto in Canada, Miami and Baltimore in the United States, Geneva and Rotterdam in Europe, S-o Paulo and San Salvador in South America, and Nairobi and Cape Town in South Africa) are presented and analysed in terms of social sustainability. The volume as a whole looks at the policies, institutions, and planning and social processes that can have the effect of integrating diverse groups and cultural practices in a just and equitable fashion. Main idea: Contribution of transnational transfers in the construction of national social policies. Through the main idea of the book, we begin by defining the notion of decline, to identify consequences of the decline of political authority with regard to social problems, to better analyze the importance of the address of countries in development path towards international donors. In addition, we used Policy Transfer Studies (PTS) to show how the contributions of transnational transfers on the development of national social policies are considered as the lever for the integration of developing countries. But, in other words, these countries are considered as the places of fixation where interdependencies between public and private actors are consolidated, where rules of action are negotiated thanks to the agreements, conventions, which we have analyzed throughout, through two types of partnership, namely: bilateral and multilateral, through public-public, public-private, private-private (INGO-International Institution) partnerships. Finally, we carried out an evaluation, in order to subsequently identify some perspectives encouraged by transnational contributions on the social policies of developing countries.
