Excerpt from 1951 Legislative Budget of the State of Montana Section 79-1004. All requests for appropriations shall be made upon blank forms to be furnished by the State Accountant upon approval of the State Board of Examiners. The blank forms shall be filled in according to the rules adopted by the State Board of Examiners. Upon receipt of the requests for appropriations, the State Board of Examiners shall proceed to examine such requests and reports for the purpose of determining the necessity of the appropriation so requested. Section 79-1005. The Legislative Assembly shall not appropriate any money out of the State Treasury except in accordance with the following provisions.
