The Steering Committee for Parole Decision-Making Research defined the mandate as follows: to investigate the processes, documentation, grounds and reasons upon which suspensions and revocations are made. The Solicitor General's Study of Conditional Release (1981) emphasized the need for research on conditional release and made specific recommendations in this regard. In response to these recommendations and to meet the information needs of the Correctional Law Review, the Research Division of the Ministry of the Solicitor General, in November 1983, began a major program of parole research. The research program has three principal focuses: the parole decision-making process; the assessment of release risk; and the suspension and revocation process. This study is addressed to suspensions and revocations.
