Old forms of governance in both public and private sectors are becoming increasingly irrelevant because of rapidly changing conditions. Because of these changes, both governance processes and the scope of the institutions through which power is exercised throughout society may have to undergo a radical break with the past and prevailing models of governance. Water sector is an integral part of the global system. Consequently, its governance processes and the institutions responsible for its management must change as well in order to cope with the current challenges and potential future changes. Because of these current and future changes, water governance may have to change more during the next 20 years compared to the past 2000 years, if societal expectations are to be successfully met. All these changes will make water governance more complex than ever before witnessed in human history. Improving water governance will require good and objective analyses of case studies from different parts of the world as to what has worked, why and the enabling environments under which good governance has been possible. The present volume analyses case studies of good water governance from different parts of the world, and for different water use sectors. It concludes with an analysis of the critical issues that should be considered for water governance and a priority research agenda for improving water governance in the future. The vocabulary and discourse of water resource management have expanded vastly in recent years to include an array of new concepts and terminology, such as water security, water productivity, virtual water and water governance. While the new conceptual lenses may generate insights that improve responses to the world’s water challenges, their practical use is often encumbered by ambiguity and confusion. This book applies critical scrutiny to a prominent set of new but widely used terms, in order to clarify their meanings and improve the basis on which we identify and tackle the world’s water challenges. More specifically, the book takes stock of what several of the more prominent new terms mean, reviews variation in interpretation, explores how they are measured, and discusses their respective added value. It makes many implicit differences between terms explicit and aids understanding and use of these terms by both students and professionals. At the same time, it does not ignore the legitimately contested nature of some concepts. There is ample evidence to suggest that Sri Lanka’s climate has already changed. However, the bigger question of national importance is what Sri Lanka’s climate will look like in 50 or 100 years and how prepared the country is to face such changes. This report reviews the status of climate change (CC) research/activities in Sri Lanka in terms of observed and projected climatic changes, their impacts on water resources and agriculture, CC mitigation and adaptation, and research needs. The study also developed a pilot level CC Vulnerability Index, which was subsequently mapped at district level. The maps indicate that typical farming districts such as Nuwara Eliya, Badulla, Moneragala, Ratnapura and Anuradhapura are the most vulnerable to CC due to their heavy reliance on primary agriculture.
