Abstract: The purpose of this study was to analyze the Interstate Compact on the Placement of Children (ICPC). The goals of this policy are to facilitate the interstate placement of children and ensure that children placed across state lines receive adequate protection and support services. This policy analysis used legislation, government documents, and scholarly journals. The principles underlying the policy are child health and safety and permanency for children. One intended effect of the ICPC is that it facilitates adoption and foster care placement. One significant unintended effect is the length of time taken to process an ICPC request. Although the ICPC benefits children, ICPC implementation must be improved in order to reduce delays, strengthen interstate practice, and improve permanency outcomes of children.
