Integrated Water Resource Planning provides practical, evidence-based guidance on water resource planning. A large part of the global population lives in arid lands which have low rainfall and often lack the water required for sustainable population and economic growth. This book presents a comprehensive description of the hydrogeology and hydrologic processes at work in arid lands. It describes the techniques that can be used to assess and manage the water resources of these areas with an emphasis on groundwater resources, including recent advances in hydrologic evaluation and the differences between how aquifer systems behave in arid lands versus more humid areas. Water management techniques are described and summarized to show how a more comprehensive approach to water management is required in these areas, including the need to be aware of cultural sensitivities and conditions unique to many arid regions. The integration of existing resources with the addition of new water sources, such as desalination of brackish water and seawater, along with reusing treated wastewater, will be required to meet future water supply needs. Also, changing climatic conditions will force water management systems to be more robust so that future water supply demands can be met as droughts become more intense and rainfall events become more intense. A range of water management techniques are described and discussed in order to illustrate the methods for integrating these measures within the context of arid lands conditions.

The book includes seventeen excellent researched and documented papers that reflect the diversity of thought, ideas and experiences related to IWRM. They draw from an extensive, inclusive and geographically representative range of theoretical propositions and practical examples. These include the implementation status of the IWRM concept at local, basin, regional and national levels; its appropriateness for the twenty-first century; main implementation gaps from the institutional, legal, policy, governance, management and technical viewpoints; the likelihood that IWRM’s entrenchment in laws, regulations and policies has led to smoother implementation and the reasons why that has been the case; reflexions on whether the attention given to IWRM is pushing other alternatives to the policy periphery; and the new conceptual constructions that can be put forward for discussion in the international arena. This Report synthesizes the main results obtained throughout the ADVISOR research project ("Integrated Evaluation for Sustainable River Basin Governance") funded by the European Commission, under the - 'Energy, Environment and Sustainable Development' theme of the 5th Framework Research Programme. The aim of ADVISOR was to improve the understanding of evaluation processes as part of river basin planning and management and to provide a framework supported by a toolkit for the conduct of integrated and participatory evaluations. The project comprised four work-packages. Work Package 1 examined past water project or plan evaluation cases in five EU states and drew insights on the problems of past evaluation practices. Work Package 2 interpreted these past experiences from different analytical angles leading to a theory for an integrated evaluation process, emphasising issues of deliberation, multiple values, quality in the use of information and governance. Work Package 3 moved from theory to practice. Different tools which could contribute to integrated evaluation processes were tested in experimental case applications. These included scenario workshops, mediated modelling supported by a quality assurance protocol, social multi-criteria evaluation, cost-effectiveness analyses and monetary valuation. Work Package 4 aimed at transferring the experience and lessons learned during the ADVISOR project to policy makers, contributing especially to the implementation process of the Water Framework Directive. A guidance document for designing and implementing Integrated Deliberative Decision Processes (IDDP) was developed, detailing a step-by-step procedure to achieve integrated evaluations. The synthesis of the main results achieved throughout the ADVISOR project is presented in this report in three parts: Part A sets the stage for the role of integrated evaluations in river basin planning and management; Part B unfolds the set of relevant principles and tools developed in the project and Part C concludes with futures challenges for integrated evaluation processes.

Integrated Water Resources Management (IWRM) has become a global paradigm for the governance of surface, coastal and groundwaters. This Special Issue contains twelve articles related to the transfer of IWRM policy principles. The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.

The Integrated Water Resources Management (IWRM) paradigm has been worldwide recognized as the only feasible way currently available to ensure a sustainable perspective in planning and managing water resource systems. It is the inspiring principle of the Water Framework Directive, adopted by the European Union in 2000, as well as the main reference for all the water related activity of UNESCO in the third world countries. However, very often, real world attempts of implementing IWRM fail for the lack of a systematic approach and the inadequacy of tools and techniques adopted to address the intrinsically complex nature of water systems. This book explores recent and important contributions of System Analysis and Control Theory to the technical application of such paradigm and to the improvement of its theoretical basis. Its prior aim is to demonstrate how the modelling and computational difficulties posed by this paradigm might be significantly reduced by strengthening the efficiency of the solution techniques, instead of weakening the integration requirements. The first introductory chapter provides the reader with a logical map of the book, by formalizing the IWRM paradigm in a nine-step decisional procedure and by identifying the points where the contribution of System Analysis and Control Theory is more useful. The book is then organized in three sections whose chapters analyze some theoretical and mathematical aspects of these contributions or presents design applications. The outstanding research issues on the border between System Analysis and IWRM is depicted in the last chapter, where a pull of scientists and experts, coordinated by Prof. Tony Jakeman describe the foreseeable scenario. The book is based on the most outstanding contributions to the IFAC workshop on Modelling and Control for Participatory Planning and Managing Water Systems held in Venice, September 28- October 1, 2004. This volume provides readers with an opportunity to learn from front line water managers of watershed-based agencies across Canada about integrated water management (or integrated water resource management). In common with practice in much of the world, the responsibility for implementing integrated watershed management in Canada is fragmented. Each province and territory in Canada has developed unique approaches or governance models to guide decision making in that regard. Thus, this edited volume enables readers from around the world to gain insight on the best practices in Canada for achieving success and addressing barriers to implement IWM.
