"The federal government invests heavilyin information technology (IT). In recentyears, the Office of Management andBudget (OMB) has made efforts toimprove the transparency, oversight,and management of the federalgovernment's IT investments. Each year, agencies submit to the Office of Management and Budget (OMB) a Capital Asset Plan and Business Case-the exhibit 300-to justify each request for a major information technology (IT) investment. The exhibit's content should reflect controls that agencies have established to ensure good project management, as well as showing that they have defined cost, schedule, and performance goals. It is thus a tool to help OMB and agencies identify and correct poorly planned or performing investments. In its budget and oversight role, OMB relies on the accuracy and completeness of this information. GAO was asked to determine the extent to which selected agencies have underlying support for the information in their fiscal year 2006 exhibit 300s. From five major departments having over $1 billion in IT expenditures in that year, GAO chose for analysis 29 exhibits for projects that supported a cross section of federal activities.

" In June 2009, OMB launched the federal IT Dashboard, a public website that reports performance data for over 700 major IT investments that represent about $40 billion of the estimated $80 billion budgeted for IT in fiscal year 2012. The Dashboard is to provide transparency for these investments to aid public monitoring of government operations. It does so by reporting, among other things, how agency CIOs rate investment risk. GAO was asked to (1) characterize the CIO ratings for selected federal agencies' IT investments as reported over time on the Dashboard, (2) determine how agencies' approaches for assigning and updating CIO ratings vary, and (3) describe the benefits and challenges associated with agencies' approaches to the CIO rating. To do so, GAO selected six agencies spanning a range of 2011 IT spending levels and analyzed data reported for each of their investments on the Dashboard. GAO also interviewed agency officials and analyzed related documentation and written responses to questions about ratings and evaluation approaches, as well as agency views on the benefits and challenges related to the CIO rating.
