ÿ In pursuit of societal harmony: Reviewing the experiences and approaches in officially monolingual and officially multilingual countries contains a selection of papers on language legislation that were presented at the International Conference on Language Policy in Multicultural and Multilingual Settings, Mandalay, Myanmar, 8-11 February 2016. The editors, both members of the International Academy of Language Law / Acad‚mie internationale de droit linguistique, brought together presentations that deal with language legislation and practices in Europe, Asia, Africa and North America. The contributions show that the post-communist trend in language policy has been vastly represented by attempts to eliminate the language, and even the cultural legacy, of the formerly hegemonic nation/s in countries emerging after the collapse of the system. In doing so officials in these countries tend to link the harmonisation of a diverse society with the idea of homogenising its population, and prioritising the cultural legacy of the titular nation. In contrast, some post-colonial countries are more tolerant of the language of their colonisers but consequently do not sufficiently promote the institutionalisation of their indigenous languages.ÿ Furthermore, the absence of visible efforts to follow any legal pattern in this regard often result in a communication gap between government and the various communities. In pursuit of societal harmony therefore challenges from different perspectives the populist notion of ?one nation-one language?, revealing the inherent shortcomings of attempting to establish unity through something as abstract as language without constructively addressing the actual, and mostly gross, inequalities and resulting divisions in many societies. The contributions to this Proceedings suggest that by pursuing social harmony through an alleged common language many countries unwittingly emphasise social inequalities and division and even cultivate the basis for resistance. Scholars that work in the field of language legislation and the sociology of language and readers interested in comparative studies will find the collection of papers presented in this Proceedings an interesting read.ÿ

The rise of postmodern theories and pluralist thinking has paved the way for multicultural approaches to communication studies and now is the time for decentralization, de-Westernization, and differentiation. This trend is reflected in the increasing number of communication journals with a national or regional focus. Alongside this proliferation of research output from outside of the mainstream West, there is a growing discontent with communication theories being “Westerncentric”. As the last presumptive founder of American sociology, Edward Alsworth Ross (1866û1951) was the first to secure its place in public discourse. Originally an economist who strongly criticized monopolies, Ross sought answers to the larger social issues of his day. His theory of social control helped to unify sociology into an independent discipline and elevate social research into an academic necessity. He implored sociologists to explain those social forces that unified people into sustainable groups. This first full analysis of Ross's intellectual legacy uses new sources to explore more broadly the scope of his influence.Throughout his career, Ross remained a controversial figure. Strong critiques of monopolies and immigration led to his dismissal from Stanford in 1900 in a landmark academic freedom case. Never satisfied with qualitative research, Ross traveled the world in search of social changes which he reported back to the American public. A 1910 trip to China yielded profound conclusions on the American economy and on the status of women. As one of the first observers of revolutionary Russia, Ross emerged at once critical of socialism and confident in the American system. Moreover, his articles reached a wide audience to demonstrate the usefulness and scope of American sociology. As Ross gained public favor, however, his academic reputation waned. By the 1920s he was left in the wake of quantitative scholarship. His concept of social control continued to engage academic theorists while new applications emerged in industrial management. Focusing on the role of harmony in Chinese international relations (IR) theory, this book seeks to illuminate Chinese understandings of world politics and foreign policy. Taking a decolonial approach and rooted in China's cultural and epistemic terms, the title first describes three traditions of the concept of harmony in ancient Chinese thought and then analyses three strands of contemporary Chinese IR theory that draw upon this traditional thinking. Despite their similarities in advocating a radical deepening of China's relations with other countries and intense interdependence as essential for global peace and prosperity, these Chinese IR theories understand the concept of harmony in different ways and present different recommendations for achieving harmonious relations. Based on this framework of harmonious IR, Chinese social scientists also argue for new directions in Chinese foreign policy in a manner that is complementary with China's policymaking system.
