The critical importance of well-performing public institutions and good governance for development and poverty reduction has come to the forefront in the 1990s. Reforming public institutions is a complex and difficult task. This publication is primarily intended as a guide for World Bank staff but it is also intended to serve the broader development community. It outlines a strategy which envisions significant changes in the focus of the Bank's work in this area. Some of these changes such as an enhanced focus on governance, capacity building and anticorruption, are already underway. The agenda for the next three years is to continue to foster these changes through a the advancement of analytical tools, new approaches t the design of lending operations, expanded emphasis on partnership with clients and other donors and progressive shifts in staffing, incentives and evaluation techniques. Included as an annex is an inventory of the Bank's governance and institutional reform programs which are in place.

Policy implementation has improved since the completion point. Recent economic performance has been encouraging, but sustaining it will require an acceleration of reforms by the government. Rwanda’s medium-term program aligned with the Poverty Reduction Strategy Program priorities provides an appropriate framework, but further refinements are needed. The main macroeconomic challenge is managing the domestic demand impact of fiscal policies. Executive Directors welcome the scope of structural reforms aimed at private sector development, improving public service delivery, and productivity-enhancing strategies in key sectors.

Increasing global pressure on water resources requires many actions from governments and individuals to achieve sustainable levels of water use. These involve management tasks such as project development and utility operation, but the degree of interdependence among the many participants in water management is so great that additional regulatory and coordination mechanisms are needed to control water development and uses. This book is designed to be the introductory work in the new Governance and Management for Sustainable Water Systems Series. It introduces the subject of governance of water systems and illuminates relatively unexplored topics of water resources management. The material is practical but advanced in the sense that theories of industry organization, governance, and institutional analysis are applied in new ways. New case study applications are provided in the book and help the reader to understand how their disciplines apply to water management. The case studies are drawn from each sector and region in the world, including cases from the U.S.A., Europe, the Middle East, South America and a global case to cover water system privatization.
