The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world’s poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: • A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. • An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. • The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. • Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. PROGRESA is one of the Mexican government's major programs aimed at developing the human capital of poor households. In early 1998, IFPRI was asked to assist Mexico's government to determine if PROGRESA was functioning as it was intended to. This research report synthesizes IFPRI's findings about PROGRESA's impact and operation. Citizens’ aspirations for the future are politically important; they are linked to welfare and whether citizens engage in forward-looking political and economic behavior. How do natural disasters affect aspirations, and can governments’ social protection policies successfully mitigate any damaging effects? If natural disasters threaten aspirations, there is strong policy interest in understanding these threats and what government can do to protect aspirations. This article uses Pakistan’s 2010 floods to identify the effects of a natural disaster on citizens’ aspirations. Aspirations were significantly reduced—especially among the poorest and most vulnerable. However, by exploiting exogenous variation in access to targeted government social protection, the authors show that social protection following natural disasters can significantly reduce their negative aspirational effects. This offers a new understanding of government social protection. It not only raises social welfare in the short term by restoring livelihoods and replacing damaged assets; it also has an enduring effect by raising citizens’ aspirations for the future. The authors show not only that the aspirations of citizens matter for citizens’ behaviors, but also that government policies can effectively protect and increase those aspirations. This implies that the value and efficacy of government disaster relief programs are underestimated when aspirations are not taken into account.

The need for social safety nets has become a key component of poverty reduction strategies. Over the past three decades several developing countries have launched a variety of programs, including cash transfers, subsidies in-kind, public works, and income-generation programs. However, there is little guidance on appropriate program design, and few studies have synthesized the lessons from widely differing country experiences. This report fills that gap.
