Scientific Essay from the year 2006 in the subject Politics - International Politics - Topic: Peace and Conflict Studies, Security, grade: 1,3, Ruhr-University of Bochum (Institute for International Law of Peace and Armed Conflict), course: European Master Programme, 23 entries in the bibliography, language: English, abstract: In some regions of the world a fundamental development crisis has increased the contradictory situation inside of society and the struggle of distribution. Deformed and failed processes of modernization and transformation manifest and cause a politicised society. Ethnic struggles, failing states and social processes of chaos lead to warlike conflicts and political structures have to be installed while the economy and the society are influenced by force. With a focus on - often only formally existing - states of Subsahara Africa, a World Bank Discussion Paper even describes the current status of many of these countries as a "stable situation of instability". A situation that often leads to so called "political economies of threat and combat" which includes a growing number of people who have an interest in the maintenance of the conflict and a high propensity to violence. An important challenge of the international community is to deal with the possibilities of a preventive policy to minimize the chances of such a political radicalization. Furthermore the question remains of how to react, if state failures finally lead to massive human rights violations and even genocide within those countries.

This book introduces the four principal sets of institutions that engage in bringing peace and relief to societies mired in violent conflicts and humanitarian crises—the United Nations and other international bodies; non-governmental organizations; civilian government agencies; and militaries. Because these institutions have distinct goals as well as overlapping mandates and activities on the ground, they do not always collaborate effectively, due in part to a lack of familiarity with how the other institutions are organized, make decisions or act on the ground. Despite declining public support for large-scale, state-building missions recently, more complex interagency efforts have evolved in partnership with host country governments. Numerous third parties continue to undertake peacebuilding, stabilization, and humanitarian relief measures around the globe. This book is intended primarily for those serving in the field, but it is also helpful to headquarters personnel and policymakers, as well as military and agency trainees and university students.

This co-publication of the United Nations University Press and the University of Alberta Press contains a number of papers which examine issues involved in post-conflict reconciliation and peacebuilding; topics of particular current concern following the recent conflicts in Afghanistan and Iraq. Aspects of peacebuilding strategies include disarming warring parties, restoring order, decommissioning and destroying weapons, repatriating refugees, providing advisory and training support for security personnel, monitoring elections, de-mining and other forms of demilitarisation, providing technical assistance, advancing efforts to protect human rights, reforming and strengthening institutions of governance including monitoring and supervising elections, and promoting participation in the political process. Many of the papers were presented at a symposium held in Alberta, Canada in March 2000, which included academics, policy advisors and practitioners in the field of peace studies and peacebuilding.
