Excerpt from Historical Sketches of the Town of Leicester, Massachusetts, During the First Century From Its Settlement The Colony, through its government, stood in two relations to the settlers upon the hitherto unoccupied lands; by one of which, a title to these lands was granted; and, by the other, the requisite powers were conferred and duties imposed upon them as bodies politic. Provision was thus made for the support of the gospel, the maintenance of highways, the management of their municipal affairs, and, at an early day, for the support of free schools. In process of time, grants of specific portions of territory were made in anticipation of settlements being formed thereon within prescribed periods; and, when formed, corporate powers were conferred upon them, generally by very brief Acts, which assumed that these powers and duties were understood and defined by the na ture of the organization to which vitality was thereby given.
