The 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users authorized the Dept. of Transportation (DoT) to establish a highway research program to address future challenges facing the U.S. highway system. In 2006, the Second Strategic Highway Research Program was established to conduct research in four areas -- safety, renewal, reliability, and capacity. The legislation also required a review of the program no later than three years after the first research contracts were awarded. This report provides information about the process for selecting the program's projects for funding, the projects' status, and what, if any, research was eliminated because of funding and time constraints. "... identifies strategies that have been successfully used to expedite the planning and environmental review of transportation and some nontransportation projects within the context of existing laws and regulations. The report also identifies 16 common constraints on project delivery and 24 strategies for addressing or avoiding the constraints. While the strategies and constraints are associated with planning and environmental review, many of the strategies are also applicable to design and construction. Results of SHRP 2 Report S2-C19-RR-1 have been incorporated into the Transportation for Communities-Advancing Projects through Partnerships (TCAPP) website."--Provided by publisher.

The level of research activity in the highway sector as a whole has declined precipitously in recent decades, whilst the challenges facing US state highway agencies have escalated. As a result, a Strategic Highway Research Program - SHRP) was initiated to establish collaboration with research bodies tackling similar highway problems in countries worldwide. This collection of reports from around the world presents SHRP`s progress towards providing research-based new products from which the international highway engineering community may benefit. SHRP concentrates on six high-priority research areas: asphaltic materials; pavement performance; cement and concrete; maintenance cost effectiveness; concrete bridge component protection systems and the chemical control of snow and ice.
