He was the seventh child and fourth son of Mr. John Barclay, a merchant in Glasgow, and was born in that city on the 18th January, 1799. He was named after his uncle, Hugh Hay, of Paris House, Perthshire - the name being a family one. One of his earliest and most vivid remembrances was that of a visit paid to this relative, and of having been driven to Perth, across the old Bridge of Earn, to see the volunteers of those days at exercise on the North Inch. It was his first glimpse of the city in which the larger portion of his life was spent, and by which he came to be held in such just honour and regard.
