This book describes the impact of modernization on the organization and sustainability of Urban Water Systems in Europe (UWSEs). Bolognesi explains that the modernization of UWSEs was a regulatory shock that began in the 1990s and was put into action with the EU Water Framework Directive in the year 2000. This process sought to reorganize water governance in order to achieve certain sustainability goals, but it fell short of expectations. Modernization and Urban Water Governance provides an update on the organization and sustainability of UWSEs, while drawing from a comparative analysis of German, French, and English water models and an institutionalist explanation of the current situation. With a focus on transaction costs, property rights allocation and institutional environments, this book argues that the modernization of UWSEs tends to depoliticize these systems and make them more resilient but also limits their potential for sustainable management. In developing countries, further progress of irrigation is essential for increasing food security and farmers’ income. However, developing small-scale schemes remains a challenge due to multiple factors that must be taken into consideration, such as diversity of small-scale schemes, a large number of water users, social disharmony over the water use, varying water demands of multi-cropping systems, heterogeneity of equipment over the scheme. Furthermore, on-farm irrigation development has a major role in enhancing Agricultural Water Management (AWM). The previous development methods considered the improvement of single-factor productivity, but agriculture is undergoing a global shift from the single objective of outputs (such as yield or net income) to multiple objectives of increasing outputs while conserving natural resources. Many pathways towards enhancement of Water Productivity (WP) are directly related to improving overall farm agronomic management (irrigation, fertilization, plant density, plant protection, etc.), while external measures must be applied to ensure sustainability of introduced good practices (lack of input markets, scarce knowledge, poor infrastructures, water regulations, etc.). Thus introducing irrigation practices to farmers must undergo a step-wise process to ensure that costs do not outweigh achievable benefits, and both institutional and technical environment are capable to sustain results. This is the case in smallholders’ schemes, where farmers are poorly resourced. In order to address these issues, the current policy guide presents a combined methodology, which involves practical experiences drawn from FAO work in the three countries as well as researchers’ results to line up a set of feasible measures to improving WP.

The aim of this book is to document for the first time the dimensions and requirements of effective integrated groundwater management (IGM). Groundwater management is a formidable challenge, one that remains one of humanity’s foremost priorities. It has become a largely non-renewable resource that is overexploited in many parts of the world. In the 21st century, the issue moves from how to simply obtain the water we need to how we manage it sustainably for future generations, future economies, and future ecosystems. The focus then becomes one of understanding the drivers and current state of the groundwater resource, and restoring equilibrium to at-risk aquifers. Many interrelated dimensions, however, come to bear when trying to manage groundwater effectively. An integrated approach to groundwater necessarily involves many factors beyond the aquifer itself, such as surface water, water use, water quality, and ecohydrology. Moreover, the science by itself can only define the fundamental bounds of what is possible; effective IGM must also engage the wider community of stakeholders to develop and support policy and other socioeconomic tools needed to realize effective IGM. In order to demonstrate IGM, this book covers theory and principles, embracing: 1) an overview of the dimensions and requirements of groundwater management from an international perspective; 2) the scale of groundwater issues internationally and its links with other sectors, principally energy and climate change; 3) groundwater governance with regard to principles, instruments and institutions available for IGM; 4) biophysical constraints and the capacity and role of hydroecological and hydrogeological science including water quality concerns; and 5) necessary tools including models, data infrastructures, decision support systems and the management of uncertainty. Examples of effective, and failed, IGM are given. Throughout, the importance of the socioeconomic context that connects all effective IGM is emphasized. Taken as a whole, this work relates the many facets of effective IGM, from the catchment to global perspective.

Engendering Cities examines the contemporary research, policy, and practice of designing for gender in urban spaces.
