The behavior of a buried structure subjected to blast loading must be evaluated on the basis of the loads reaching the structure. Research has shown that the use of a properly designed backpacking material placed around the structure dissipates a portion of the shock energy present in the free field, thereby reducing the magnitude of the forces reaching the structure. The response of the backpacking then and that of the structure are completely interdependent, and the design of one cannot be considered without the design of the other. Based on the results of laboratory research, three materials--(a) a naturally occurring friable aggregate, (b) a foamed plastic, and (c) an insulating concrete--are currently being utilized in a prototype experiment to evaluate their shock-dissipating and stress-transfer characteristics. The results of this experiment along with other factors such as cost, availability, and ease of placement will enlighten the future outlook for backpacking materials placed around buried structures.
