The Technical Assistance Program (TAP) is authorized by Public Law 96-480 of 21 October 1980, known as the Stevenson-Wydler Technology Innovation Act of 1980. Functions include: to provide and disseminate information on federally owned or originated products, processes, and services having potential application to state and local governments and to private industry, and to provide technical assistance in response to requests from state and Government officials. It encourages the establishment of technical volunteer programs as a resource to complement and support domestic technology transfer activities. The TAP will use retirees and current employees to translate the products of the Naval Ocean System Center to state and local governments and to the private sector in a broker capacity. They will act as a transfer agent, on donated time, to match the requirements necessary to respond to technology transfer requests received. This report is provided as a guide on how to establish a TAP. All examples and forms are based on NAVOCEANSYSCEN instructions. Any Federal laboratory may adopt the program by simply revising the plan to suit their organization.
