Se profundiza en el desarrollo de competencias gerenciales de los gobiernos locales para conducir procesos de desarrollo basados en el conocimiento y la innovación, en las redes de conocimiento e innovación universidad-municipio, en las experiencias metodológicas para la elaboración e implementación de estrategias y programas de desarrollo local, así como en la atención a prioridades específicas.
