German Structural Pacifism examines the influence of Germany’s lessons of the past on its security policy since reunification in an approach that is both novel and timely in the context of the Russia-Ukraine War. Germany’s lessons of the past provide contradictory “right ways” for Germany to overcome its authoritarian past and serve to legitimate political interests in security policy decision-making. Reconciling competing political interests and contradictory narratives results in a security policy that prioritizes “the right way” to do security policy is over its effectiveness. It is the author’s great merit to have defined the past 30 years of German security policy under the term Structural Pacifism. I find this conclusive. Sönke Neitzel, Chair of Military History at the University of Potsdam An accurate depiction of Germany’s systemic neglect of its armed forces since reunification, demonstrating why it is no surprise that our armed forces are naked. A follow up including the Zeitenwende would be very interesting. Hans-Peter Barthels, President of the German Society for Security Policy The book succinctly and accurately addresses the lack of an honest debate on the use of military force in the domain of German security policy, and explores its negative impact on military decision-making from political strategy all the way down to the tactical level. Germany, pacifism and peace enforcement is about the transformation of Germany's security and defence policy in the time between the 1991 Gulf War and the 2003 war against Iraq. The book traces and explains the reaction of Europe's biggest and potentially most powerful country to the ethnic wars of the 1990s, the emergence of large-scale terrorism, and the new US emphasis on pre-emptive strikes. Based on an analysis of Germany's strategic culture it portrays Germany as a security actor and indicates the conditions and limits of the new German willingness to participate in international military crisis management that developed over the 1990s. It debates the implications of Germany's transformation for Germany's partners and neighbours and explains why Germany said 'yes' to the war in Afghanistan, but 'no' to the Iraq War.

Military recruitment will become more difficult in times of demographic aging. The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. A concluding review of recruiting practices in other NATO countries provides insight in best-practice policy options to reduce the military’s sensitivity to demographic change. Following this approach, the book gives prominence to a topic that has thus far been under-represented in the greater discussion of demographic change today, namely the demographic impact on international affairs and strategic calculations.

In Citizens in a Strange Land, Hermann Wellenreuther examines the broadsides—printed single sheets—produced by the Pennsylvania German community. These broadsides covered topics ranging from local controversies and politics to devotional poems and hymns. Each one is a product of and reaction to a particular historical setting. To understand them fully, Wellenreuther systematically reconstructs Pennsylvania’s print culture, the material conditions of life, the problems German settlers faced, the demands their communities made on the individual settlers, the complications to be overcome, and the needs to be satisfied. He shows how these broadsides provided advice, projections, and comment on phases of life from cradle to grave.
