Concomitant with the general desire to protect freshwater fisheries has been an expansion of research into their water quality requirements and, for important contaminants, the maximum concentrations tolerated by fish are known with some accuracy. Studies have shown that, for many contaminants, the water quality requirements for freshwater fisheries are more demanding than those for potable water. This has given rise to the general concept that waters which contain a good fish population are safe for human consumption, a concept to which there are notable exceptions. Although there were indications that chemical monitoring procedures were being adapted to meet the needs of fishery managers, there appeared to be less evidence for the establishment of a correlation between data from biological monitoring and the status of fish populations. The purpose of this report is to assess the objectives of biological monitoring, pollution and fisheries monitoring programmes, and to assess the value and limitations of these programmes in so far as they interact with fisheries management.
