The purpose of this document is to assist Corps of Engineers field office personnel in evaluation of NED benefits for nonstructural measures by use of economic concepts, interpretation of regulatory procedural documents and numeric examples. The report is intended to be used as a guide in NED benefit analysis studies of nonstructural measures. It describes the applicability of different benefit classifications (inundation, intensification and location) with respect to implementation of various nonstructural measures.
