This book has been developed as a forest inventory textbook for students and could also serve as a handbook for practical foresters. We have set out to keep the mathematics in the book at a fairly non-technical level, and therefore, although we deal with many issues that include highly sophisticated methodology, we try to present first and foremost the ideas behind them. For foresters who need more details, references are given to more advanced scientific papers and books in the fields of statistics and biometrics. Forest inventory books deal mostly with sampling and measurement issues, as found here in section I, but since forest inventories in many countries involve much more than this, we have also included material on forestry applications. This book is intended to support the forestry institutions in the tropical countries in the planning, assessment and systematic observation of forests required to fulfill their obligations as laid in international conventions such as the CBD and UNFCCC. Following the Rio Conference, a number of countries, donors and international organizations have implemented capacity-building projects with varying degrees of success. One main reason for the varying success rates seems to lie in the design of technical assistance programs, which have been formulated on the traditional lines of mainly generating forest resources information or transferring technology; whereas Agenda 21 requires fundamental changes in countries’ institutions and approaches to planning and implementing the conservation and sustainable development of forests through a process of continuing research and analysis. The objectives of the meeting were to (i) recommend options for harmonizing forest-related definitions, (ii) make proposals for the implementation of these options, and (iii) establish a commonly agreed upon future agenda. It was expected to thus contribute towards improving efficiency of processes in different international policies related to forests. It was clearly stated that harmonization does not mean standardization. Harmonization can include adjustments for improved compatibility and consistency, establishing comparability, linkages and hierarchies between terms, but also documenting differences.
