What is the impact of institutional reform implemented by the Nice Treaty on European Governance? What should be done to enhance democratic legitimacy in the EU? This book provides an up-to-date guide to understanding the European Union as an institution. Globalisation has led to enormous changes in the international environment which, in turn, have demanded institutional reform of the European Union in the form of the Nice Treaty. European Governance After Nice scrutinises how, and to what extent, the treaty will contribute to the solution of existing problems, examining both its positive effects and its limitations and examines the reforms within the EU through political science, law and economics, in order to express the full extent of the different effects of the Nice Treaty on non-member as well as member countries. The contributors suggest that the threat of varying exchange rates in the future, when the Treaty has an expansionary effect on economic scale, will lead to a deepening interdependence between the excluded countries.

This book approaches the notion of good governance from three different angles. First it establishes whether it is a meaningful notion at all by taking a closer look at the parameters of good governance. Secondly, the authors look at the institutional translation of the criteria of good governance. In a third dimension, the concept may be analysed in relation to a number of substantive issues.

The way we are governed is no longer decided on a purely national level. This book systematically explores the attitudes of European publics to this internationalization of governance. Trends and sources of support for European integration are examined. Are positive attitudes due to hand-outs from Brussels, or to the economic benefits of the single market? What is the role of class, of education, and of leadership? Is there a European identity and a basic level of intra-European trust? How do problems of subsidiarity and of democratic deficit affect legitimacy and how do all of these issues relate to the role of the nation-state? Among other issues, the analysis also looks at enlargement, at EFTA, at Central and Eastern Europe and at attitudes to NATO both before and after 1989. The problems are examined from the different perspectives of integration theory, of international relations, and of comparative politics and a final chapter spells out the implications for the future of European governance. Series description This set of five volumes is an exhaustive study of beliefs in government in post-war Europe. Based upon an extensive collection of survey evidence, the results challenge widely argued theories of mass opinion, and much scholarly writing about citizen attitudes towards government and politics. The series arises from a research project sponsored by the European Science Foundation. Reviews of the series: `The quality of the empirical analysis is consistently high...[an] important collection of empirical studies addressing the debate about the "crisis of representation" in Europe.' Journal of Public Policy `These volumes contain the work of many of the most important scholars in the field of public opinion in Europe today...These five volumes represent a major contribution to comparative politics, especially the study of mass politics. The chapters provide a wealth of information about public opinion in contemporary Europe and the relationship between state and society...The volumes clearly will be read by all students of European politics...' Times Educational Supplement `The Beliefs in Government series is a monumental achievement. It tells us at least everything we want to know about the structure of European public opinion'. The Good Society Reviews of Public Opinion and Internationalized Governance `a tremendously integrated piece of work, reflecting genuine collaboration on the part of the editors and the contributors... This book gives an insight into the legitimacy of a whole host of integrative processes and integration outcomes, and as a result deserves to find its way onto appropriate academic reading lists....a fascinating and sobering read'. Times Higher Educational Supplement `an important contribution to the current debates, both political and scholarly...certainly the most ambitious and comprehensive study to date of this range of problems, and their findings will have to be taken into account by all serious students of European integration'. Hoen (international political economy, U. of Groningen, The Netherlands) offers seven contributions which collectively explore the notions of good governance for promoting market reforms in the transition economies of Central and Eastern Europe. In answering the question of how to promote and enforce good governance, the three aspects that are stressed by the authors are economic performance, external conditionality caused by the international financial institutions, and elite formations and domestic constraints. c. "This substantially updated and revised edition offers a comprehensive overview of the challenges confronting the political system as well as the international politics of the European Union. It draws from a rich spectrum of regional integration theories to determine what the Union actually is and how it is developing. The book examines constitutional politics of the European Union, from the Single European Act to the Treaty of Nice and beyond. The ongoing debate on the future of Europe links together questions of democracy and legitimacy, competences and rights, and the prospects for European polity-building. The aim is to contribute to a better understanding of the emerging European polity and the questions that further treaty reform generate for the future of the regional system. The authors also assess the evolving European security architecture, the limits and possibilities of a genuine European foreign, security and defence policy, and the role of the European Union in the post-Cold War international system. Common themes involve debates about stability and instability, continuity and change, multipolarity and leadership, co-operation and discord, power capabilities and patterns of behaviour. The book traces the defining features of the 'new order' in Europe and incorporates an analysis of the post-September 11 context. This major new edition will be of particular interest to academics, policy-makers and students with an interest in the politics and governance of contemporary Europe, as well as to those pursuing a career in international affairs"--Publisher's description.
