The American Recovery and Reinvestment Act of 2009 (ARRA) provided $4 billion for the EPA Clean Water State Revolving Fund (SRF) and $2 billion for the agency's Drinking Water SRF. The ARRA requires a review of funds made available under the act and comments on recipients' reports of jobs created and retained. This report examined the: (1) status and use of ARRA SRF program funds nationwide and in nine states; (2) EPA and state actions to monitor the act's SRF program funds; (3) EPA and selected states' approaches to ensure data quality, including for jobs reported by recipients of the act's funds; and (4) challenges, if any, that states have faced in implementing the act's requirements. Illus. This is a print on demand report.

Communities will need hundreds of billions of dollars in coming years to construct and upgrade wastewater infrastructure. Policymakers have proposed a variety of approaches to finance this infrastructure, incl. the creation of a national infrastructure bank (NIB) and the increased use of privately financed public-private partnerships (PPP). In this context, this report identified: (1) Stakeholder views on issues to be considered in the design of an NIB; and (2) the extent to which private financing has been used in wastewater PPPs and its reported advantages and challenges. In conducting this work, a questionnaire was administered to 37 stakeholders with expertise in wastewater utilities, infrastructure needs, and financing. Charts and tables.

In the wake of the Great Recession of 2008–09, economists feared that protectionist policies might sweep the world economy, echoing the wave of tariff escalations during the Great Depression of the 1930s. To some surprise, officials were more restrained and largely avoided traditional forms of protection (tariffs and quotas), leading some observers to underestimate the incidence of new protectionism. In fact, policymakers increasingly turned to more opaque behind-the-border nontariff barriers (NTBs). Using a combination of statistical analysis and case studies, the authors show that local content requirements (LCRs), a form of NTB, have become increasingly popular. How much was global trade actually reduced on account of LCRs? A conservative estimate might be $93 billion. Case studies featured cover the healthcare sector in Brazil, wind turbines in Canada, the automobile industry in China, solar cells and modules in India, oil and gas in Nigeria, and “Buy American” restrictions on government procurement in the United States.

Many of the wastewater systems that Americans rely on to protect public health and the environment are reaching the end of their useful lives. The EPA has estimated that a potential gap between future needs and current spending for wastewater infrastructure of $150 billion to $400 billion could occur over the next decade. Various approaches have been proposed to bridge this potential gap. One is to establish a clean water trust fund. This testimony summarizes findings of a May 2009 report which examined: (1) stakeholders' views on the issues that would need to be addressed in designing and establishing a clean water trust fund; and (2) potential options that could generate about $10 billion annually in revenue to support a clean water trust fund.
