Gradual and sudden environmental changes are resulting in substantial human movement and displacement, and the scale of such flows, both internal and cross-border, is expected to rise with unprecedented impacts on lives and livelihoods. Despite the potential challenge, there has been a lack of strategic thinking about this policy area partly due to a lack of data and empirical research on this topic. The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

"America's Children and the Environment (ACE)" is EPA's report presenting data on children's environmental health. ACE brings together information from a variety of sources to provide national indicators in the following areas: Environments and Contaminants, Biomonitoring, and Health. Environments and Contaminants indicators describe conditions in the environment, such as levels of air pollution. Biomonitoring indicators include contaminants measured in the bodies of children and women of child-bearing age, such as children's blood lead levels. Health indicators report the rates at which selected health outcomes occur among U.S. children, such as the annual percentage of children who currently have asthma. Accompanying each indicator is text discussing the relevance of the issue to children's environmental health and describing the data used in preparing the indicator. Wherever possible, the indicators are based on data sources that are updated in a consistent manner, so that indicator values may be compared over time.
