The Malaysian government has proposed to implement SBA (school-based assessment) in public schools with an attempt to replace the current public examinations. However, as SBA has yet to be in full swing, relatively little is known about the concerns of the teachers who would directly be involved in implementing SBA. This paper presents the findings from a survey on 40 English teachers who are currently teaching in Malaysian public schools. The items in the questionnaire elicited information on the stages of concerns of the respondents' concern regarding the adoption or implementation of any educational innovation. The constructs are indifference, informational-personal, management, consequence-collaboration and refocusing. It is from these identified constructs that the categories for the questions are built. Findings from the study indicate that the respondents are concerned about the innovation and that their concerns are multidimensional regardless of their experience in the innovation. The findings not only enlighten to the Malaysian English teachers themselves, but also the professional development trainers in monitoring teachers' concerns, during the process of educational change, such as the SBA. Thus, informed decisions can be made while planning for the in-service teacher trainings on SBA. Several implications on the in-service trainings are drawn in order to ensure the smooth-running of the SBA. Future works, suggested on expanding similar research on other educational innovations, can be carried out. (Contains 3 tables and 1 figure.).

This workbook was designed based on the guidelines outlined in the amended CXC CSEC English syllabus effective for the May - June 2018 examinations. It was developed in response to requests of teachers and students to have resources, validated by CXC, to assist them in completing the SBA. The activities in this Workbook will allow the teachers to more efficiently and effectively integrate the SBA in every day classroom activities. At the end of each group meeting, there is a Group Meeting Participation Form for students to complete. This form allows the teacher to monitor what happens outside the classroom as well. It also allows the students to have evidence to support their declarations in discussing their individual participation and group participation.The Workbook also incorporates activities which will help students to successfully complete the required tasks. The activities scaffold the thinking that will be required to complete the final tasks. The step by step approach makes the overall process easier. Finally, the Workbook contains sample SBAs. One is used as a working example to show how each task is supposed to be completed. The working sample also includes guidelines for completion. The other sample at the end of the Workbook was included to give students a clearer idea of how their final portfolio should be compiled. It was also included to show how students can work within the same theme/issue/topic/event and write the same written report but have different individual pieces. The SBA component provides a unique opportunity for students to improve their competence and achievement in English. It is my hope that School Based Assessment in English: A guide and workbook for students will make that opportunity more a reality.

Although school-based assessment (SBA) is a well established assessment practice in many countries, its use has been limited in Hong Kong until recently. When the scheme was extended to HKCEE English Language, it was faced with strong opposition. Many teachers felt that they did not understand the scheme and were negative about its use and increased workload. With a view that any change in education is a process that involves people and thus its success depends largely on the perception, readiness and implementation of the people who actually carry out the change, a study is proposed to examine teachers' perception, readiness and uses of the SBA scheme. A total of ninety-five Hong Kong teachers who taught HKCEE English Language from twenty-one schools were invited to complete a questionnaire based on a revised Stages of Concerns Questionnaire (SoCQ) and among them, eight teachers were selected to participate in an in-depth semi-structured interview to explore their perceptions, uses and evaluations of the scheme and to gauge their Levels of Use (LoU) in the innovation. The findings indicate that the teachers did not give the scheme a high priority in their teaching work although many had quite strong opinions to offer. In general, they had high early concerns (informational, personal and management concerns) and the concerns profile was similar to that of nonusers and early users. The in-depth interviews show that the majority of the interviewees had proceeded beyond routine use, including two teachers who had run the scheme for only one year. It also finds considerable variations on the way the SBA scheme was operated and a few practices were in violation of the SBA criteria set by the authorities. Implications for teachers, policy-makers and researchers on school innovations arising from findings are discussed.

Abstract: Abstract This study investigated Secondary Four students' and teachers' perception of School Based-assessment (SBA) in an English-medium (EMI) secondary school in Hong Kong. The study explored the subjects' perception of SBA and the rationale of their perceptions. The study focused on the two main areas, i.e., SBA as an effective assessment to judge students' oral abilities and enhance teaching and learning. Its effectiveness of motivating students to read extensively was also explored. The study was conducted in 2006 in an EMI secondary school. All the Secondary Four teachers and students of the participating school were involved. In this study, two sets of questionnaires were first administered and interviews were then conducted to obtain information about the subjects' perceptions of SBA. Results from a questionnaire survey and interviews indicated that the subjects (both the teachers and students) did not totally agree that SBA was an effective tool to judge students' oral abilities, enhance teaching and learning and motivate students to read extensively. The findings of the study reveal that the dominance of exam-oriented culture might be the most influential factor which leads to the teachers' and students' negative perception of SBA. Another possible reason is cultural factors involving the availability of resources, teacher's training, work load and time constraint in the Hong Kong context. Recommendations are made to address these issues in order to facilitate the implementation and development of SBA in future.
