El agua dulce es un recurso único tan necesario que ha pasado a ser objeto de enfrentamientos políticos y uno de los puntos de mira de los poderes económicos. Han pasado diez años desde que Naciones Unidas bautizara al 2003 como el Año Internacional del Agua Dulce, y aunque no se sabe muy bien si tal dedicación ha servido en realidad para algo, sí es cierto que al menos se habló del tema, de su problemática específica, de la conservación de ríos y acuíferos, de las posibilidades de desarrollo, de los que tienen de sobra y a los que les falta. El agua dulce es un recurso realmente en peligro, sobre todo en determinados puntos calientes del planeta. Durante el último siglo se ha venido doblando el consumo de agua potable cada veinte años debido al crecimiento demográfico, pero sobre todo a los excesos de consumo de los países desarrollados. Más allá del derecho de los Estados al aprovechamiento de los recursos hídricos del Planeta, sobre una base de equidad y con una orientación de desarrollo sostenible, emerge hoy el derecho al agua de los ciudadanos del mundo como un derecho humano esencial vinculado al propio derecho a la vida.
