The European Commission has been measuring progress on the availability of eGovernment services through its EU eGovernment Benchmark reports since 2001. The EU eGovernment Benchmark Reports provide an increasingly relevant data-rich snapshot on the state of progress of eGovernment against the overall EU policy priorities contained in the EU eGovernment Action Plan, and provide useful insights to government officials, researchers and business. The EU eGovernment Benchmark Reports are currently well established and provide valuable information to the member countries for their digital government transformation. In recent interactions, Member States and participating countries1 have made calls for the Commission to go one step further in the data collection, analysis and reporting of the results, and to provide them with concrete actionable recommendations for improvement, which are not currently developed in the EU eGovernment Benchmark Reports. Therefore the Commission has ordered this study resulting in the current report ('eGovernment Benchmark actionable policy recommendations'), which provides three results: 1. Aspects which may have contributed to their score at the country level. 2. Critical Success Factors which have contributed to the success of eGovernment initiatives and programmes. 3. Key recommendations which can improve the countries' eGovernment score. The recommendations are included in country reports which list the main challenges and opportunities for each of the participating countries.

The main objective of the study is to provide policy guidance to Member States on how to extract relevant learning, and act upon the results of the benchmarking exercise (data collection and reporting). The aim is to provide each Member State with a clear, concise interpretation of the benchmarking results and propose actionable policy recommendations on how the country can improve in order to fulfil the vision of the eGovernment Action Plan by adhering to its underlying principles and policy priorities. In other words: this study will use the diagnosis contained in the benchmarking reports in order to prescribe an appropriate course of action for the future. The expected result is to provide short, focused, country specific analytical reports which can be used by policy makers in the field of eGovernment in each Member State in order to accelerate the digital transformation of each government.

In times of rapid digitalisation and societal change, governments across Europe transform their public services. Both enhanced and innovative solutions support the realisation of a European Digital Single Market. Further integration of technologies optimises and unifies public services both within and across countries. The 2018 eGovernment Benchmark sheds light on the state-of-play of the digital transformation of European public administrations. Moreover, its in-depth analysis offers key reflections on the realisation of the principles set forth in the EU eGovernment Action Plan 2016-2020 and the Tallinn Declaration on eGovernment, such as digital-by-default, trustworthiness and security, as well as openness and transparency. Building upon these foundational policies, the eGovernment Benchmark pinpoints improvements and potential opportunities for putting into practice public services that ensure citizens and business come first. The Insight Report at hand, presents the main highlights of the assessment of eGovernment services in 34 countries: the 28 European Union Member States, as well as Iceland, Norway, Montenegro, the Republic of Serbia, Switzerland, and Turkey (referred to as the EU28+). The assessment of these services covers the priority areas of the EU eGovernment Action Plan 2016-2020, which also provides insights in the current status of the principles set forth in the Talinn declaration of eGovernment.

Findings are particularly relevant for policy makers responsible for digital affairs across different government branches, as well as innovation scholars, developers, business analysts and solution integrators who analyse, build and implement digital government applications and services. 2. To what extent and how specific government domains evolve: Chapters 3-7 dive into this year's life events of Regular Business Operations, Health, Moving, Transport and Starting a Small Claims Procedure. Findings are particularly relevant for domain experts and policy makers in the field of economic affairs, healthcare, internal affairs, (public) transportation and justice. 3. Which factors influence country performance and how countries can learn from each other: Chapter 9 provides the Benchlearning Analysis in which relative performance of countries is explained. Findings are particularly relevant for policy makers responsible for eGovernment strategy and international cooperation. 4. Lastly, a collection of good practices from all participating countries is listed in the Appendix.
