The first years of the 90s have witnessed thorough political and economic changes in northern Europe. In 2008, an estimated 34billion euros was spent on the drugs problem in the EU. Much more needs to be done - and must be done - in the battle against the EU's drugs problem. The EU must be more effective in its fight against drugs trafficking, and should call on Member States to be more ready to learn from each other's experiences and to encourage cross-border dialogue between their local governments and cities. Following a six month-long inquiry, the Committee agree that the Member States should, as now, retain responsibility for their own drugs policies. They recommend that the new EU Strategy should concentrate on three key areas. Firstly, co-ordination, through Europol, of the fight against drug trafficking ensuring that any new measures actually reduce the supply of drugs and do not merely move trafficking elsewhere. Secondly, improvement of the collection, analysis, evaluation and distribution of information by the European Monitoring Centre. Thirdly, reliance on the EU's public health obligations and use of public health duties to encourage Member States to devote more resources to harm reduction and to engage in dispassionate and evidence-based discussions on how best to treat the possession and use of drugs. The Committee believes that the creation of a new drugs strategy, lasting until 2020, should provide the perfect platform for a wider and better informed public debate on different Member States' policies and approaches

This book addresses the evolution of the strategies, structures, ownership patterns and performances of large European corporations since the early 1960s. The authors study large and small countries, in order to understand how the process of economic integration has affected the patterns of growth and the structural characteristics of the largest firms. Drawing both on extensive databases and on case studies, the contributions in this volume address the peculiar specificities of large firms in different national contexts, adopting a longitudinal, long term perspective. This volume delivers the first results of an international, collective research effort undertaken by several national teams. The 'Mapping Corporate Europe' project aims to provide a detailed account of the structural traits of the European Corporation in a framework which includes (i) a chronological analysis over 50 years, starting with the Rome treaty in 1957; (ii) geographical extension beyond previous analyses for France, Germany and the UK, by including smaller countries; (iii) firms from other industries in addition to manufacturing companies; and (iv) attention to internationalisation of European firms. These analyses form the basis of a rich description of the developments of large European corporations over the past five decades, using both qualitative and quantitative approaches. Europe has suffered a decade of crises, with sovereign-debt troubles leading to austerity policies that exacerbated divisions inside member states and between them. Thereafter the Union was confronted with the challenges posed by a revanchist Russia in Ukraine and by a surge in migration from the Middle East and other conflict zones. The June 2016 UK vote to leave the Union threatened further damage to an institution that acknowledges it has failed to punch its weight in the spheres of foreign, defence and security policy. While that is a chronic shortcoming, its impact is becoming more acute as economic power moves East and Europe can no longer count on the steadfast support and leadership of the United States. The costs of Europe’s failure to achieve strategic coherence and effect are steadily rising. This Adelphi book addresses the consequences of Europe’s multiple crises for its standing as a strategic actor, acknowledging its unique character and capabilities. It argues that strategic thought and action is belatedly being informed by the deteriorating security environment, and that nascent initiatives have the potential to effect a step-change. There are grounds for cautious optimism, visible in the success of stabilisation and counter-piracy operations as well as coordinated diplomatic activity. Also, the continent’s leading powers are becoming more pragmatic about how cooperation is organised within and beyond the Union. These developments offer the possibility that Europe might meet its aspirations to be a strategic actor of consequence, despite a long-track record of disappointment and the still-considerable obstacles that lie in its path.

Governing Cross-Border Data Flows explores how the European Union can simultaneously reconcile and pursue two important legal and policy objectives, namely: protecting fundamental rights guaranteed under the EU Charter of Fundamental Rights (EU Charter) concerning privacy and personal data, while also maintaining and developing a binding, rules-based global trading system to ensure appropriate access to foreign digital markets for EU businesses. The book demonstrates a significant conflict between international trade law and European data privacy law when it comes to the governance of cross-border flows of personal data. To resolve the tensions caused by this clash, the book proposes concrete and detailed ways to ameliorate the situation from both ends (international trade and personal data protection), specifically through reforms of both international trade and chapter V of the General Data Protection Regulation (GDPR). To explain how such reforms could be effectuated, Yakovleva examines the role of discourse in the evolution of trade law in the last two decades. The book also paves the way for the further research necessary to design a fully-fledged reform proposal of the EU framework for the transfer of personal data outside the European Economic Area.
