Domestic dimensions have started to regain their position on public diplomacy. Their consciousness of national identity, their active role in building relation between citizen and their effort in defending particular interest or idea have pushed several governments to put them as their object/target or partner. Besides they may act complementary to or independent from states, sometimes they even challenge the role of the state. Their roles grow fast in globalized world and the emergence of inter-mestic issues. In Indonesia-Malaysia bilateral relation, these actors seem to play important roles in coloring the relation and creating dynamic rhythm. This study examines the domestic dimension in Indonesia public diplomacy towards Malaysia. In depth interview and conversation analysis on new media were used in order to gain certain abstraction from action processes or interactions which were held by several actors in Indonesia-Malaysia bilateral relations. The preliminary results of the research show that there are three domestic dimensions which have significant contributions in the relation. Through their background which generates certain perspectives, ideas, and actions, domestic dimensions are presented as an active subject of public diplomacy and no longer play as a passive object. Those domestic dimensions are: 1) academician and cultural actors, 2) middle class economic actors and Indonesian temporary migrant workers,3) non government organization and the netizens. Actors with better education and knowledge about the past relation show positive ideas and actions, as well as actors who have direct people-to-people contact. In the other hand, actors with limited information will act negatively in particular issue, especially nationalism or national identities.

This book explores new grounds that public diplomacy is entering today, as domestic publics come to the forefront of the policy – acting both as foreign policy constituencies and public diplomacy actors cooperating with their foreign counterparts. The author discusses the phenomena of public diplomacy’s domestic dimension described as government’s ability to engage its own society in foreign policy practices through information, cooperation and identity-defining. By analysing data from over 80 recorded interviews with Australian, Norwegian and American public diplomacy practitioners, this volume illustrates both successful and unsuccessful models of such cooperation. From Norwegian Peace Diplomacy, through Australia’s ambivalent engagement with Asia, to U.S. Government-sponsored exchange programs, the author argues that governments around the world are slowly accepting a paradigm shift in diplomatic practice from monological/dialogical to a more collaborative public diplomacy. This book is an essential resource for students, scholars, experts and diplomats interested in world’s best-practices of engaging domestic civil society actors in foreign policy statecraft.

The increasing number of citizen activities in building relations between countries cannot be ignored in the globalized world. People-to-people contact had obscured the domestic and international issues and put them in a similar role and activities. The significant role of citizens was attached to diplomacy activities by providing a large space in Indonesian Foreign Affairs for them through public diplomacy office formation. The institution was established by the Directorate General of Information and Public Diplomacy in 2002. This article is the result of research on the activities of IACS (Indonesian Arts and Culture Scholarship) that involve participants from diverse background countries. IACS program was one of public diplomacy projects in Indonesia. The methodology used in this research was qualitative research methodologies through in-depth interview methods with the IA CS participants years 2012-2014 as subject of research. In-depth interviews was conducted to find out not only for knowing how far the participants IACS establish relationships among them who have different cultural backgrounds and nationalities but also understanding relations towards Indonesian people. This research had found that the relations made had changed their perceptions on Indonesia. The claims proposed in this research are, firstly, conceptually, public diplomacy and citizen diplomacy are no longer separated. Both public diplomacy and citizen diplomacy have similar goals and activities. Secondly, practically, citizens or public are no longer placed as a target or object of public diplomacy, but more than that it's placed as equal partners for their network. Thirdly, public diplomacy is able to place itself as a tool of state to compose mutual understanding and relations and is not as state propaganda's tool.

How can an underdeveloped country like Indonesia draw on outside resources for its national development without sacrificing its independence? Approaching the problem from the vantage point of the Indonesian elite, this important work explores the complex interactions between domestic political factors and the shaping of foreign policy. To illustrate the ways in which underdevelopment has affected Indonesia's international participation, Professor Weinstein presents a graphic picture of what Indonesia's leaders see when they view the outside world, and he systematically seeks out the sources of their perceptions. He shows that most of the elite see the international system as dominated by exploitative powers that cannot be relied on to assist Indonesia's development. He examines the relationship between perceptions and politics under both Sukarno and Soeharto and offers an illuminating comparison of the bases of foreign policy under each leader, revealing dramatic changes and surprising continuities. His cogent analysis helps to explain the sharp reversal of policy in 1966, and his conclusions form a convincing hypothesis that can be tested in other Third World countries. This book, now brought back to life as a member of Equinox Publishing's Classic Indonesia series, will attract specialists in Southeast Asia, as well as readers with a broader interest in the politics and economics of underdeveloped countries. FRANKLIN B. WEINSTEIN was Director of the Project on United States-Japan Relations at Stanford University, where he also taught in the Department of Political Science. A graduate of Yale University, he received his PhD from Cornell University.
