Excerpt from Emergency Food Assistance and Commodity Distribution Act of 1983: Hearing Before the Subcommittee on Domestic Marketing, Consumer Relations, and Nutrition of the Committee on Agriculture, House of Representatives, Ninety-Eighth Congress, First Session The basic issues that must be resolved in designing a program are, first of all, what commodities are to be distributed; second, who can receive them; and third, who should bear the expense for distribution. I am aware that there are a variety of opinions on these issues on Capitol Hill and in the administration. The House Committee on Education and Labor has already reported out a bill, as has the Senate Agriculture Committee. Also, a short-term measure has been adopted by the Conference Committee as part of the emergen cy jobs bill. Various individual members have also introduced bills that relate to this same subject.
