We are facing a global energy crisis caused by world population growth, an escalating increase in demand, and continued dependence on fossil-based fuels for generation. It is widely accepted that increases in greenhouse gas concentration levels, if not reversed, will result in major changes to world climate with consequential effects on our society and economy. Energy Global energy demand has more than doubled since 1970. The use of energy is strongly related to almost every conceivable aspect of development: wealth, health, nutrition, water, infrastructure, education and even life expectancy itself are strongly and significantly related to the consumption of energy per capita. Many development indicators are strongly related to per-capita energy consumption. Fossil fuel is the most conventional source of energy but also increases greenhouse gas emissions. The nexus concept is the interconnection between the resource energy, water, food, land, and climate. Such interconnections enable us to address trade-offs and seek synergies among them. Energy, water, food, land, and climate are essential resources of our natural environment and support our quality of life. Competition between these resources is increasing globally and is exacerbated by climate change. Improving resilience and securing resource availability would require improving resource efficiency. Many policies and programs are announced nationally and internationally for replacing the conventional mode and also emphasizing on conservation of fossil fuels and reuse of exhausted energy, so a gap in implications and outcomes can be broadly traced by comparing the data. This book aims to highlight problems and solutions related to conventional energy utilization, formation, and multitudes of ecological impacts and tools for the conservation of fossil fuels. The book also discusses modern energy services as one of the sustainable development goals and how the pressure on resource energy disturbs the natural flows. The recent advances in alternative energy sources and their possible future growth are discussed and on how conventional energy leads to greenhouse gas formation, which reduces energy use efficiency. The different policies and models operating is also addressed, and the gaps that remained between them. Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

A rigorous and innovative approach for integrating environmental policies and fiscal reform for the U.S. economy. Energy utilization, especially from fossil fuels, creates hidden costs in the form of pollution and environmental damages. The costs are well documented but are hidden in the sense that they occur outside the market, are not reflected in market prices, and are not taken into account by energy users. Double Dividend presents a novel method for designing environmental taxes that correct market prices so that they reflect the true cost of energy. The resulting revenue can be used in reducing the burden of the overall tax system and improving the performance of the economy, creating the double dividend of the title. The authors simulate the impact of environmental taxes on the U.S. economy using their Intertemporal General Equilibrium Model (IGEM). This highly innovative model incorporates expectations about future prices and policies. The model is estimated econometrically from an extensive 50-year dataset to incorporate the heterogeneity of producers and consumers. This approach generates confidence intervals for the outcomes of changes in economic policies, a new feature for models used in analyzing energy and environmental policies. These outcomes include the welfare impacts on individual households, distinguished by demographic characteristics, and for society as a whole, decomposed between efficiency and equity.
