In the decades following World War II, professional city planners in Detroit made a concerted effort to halt the city's physical and economic decline. Their successes included an award-winning master plan, a number of laudable redevelopment projects, and exemplary planning leadership in the city and the nation. Yet despite their efforts, Detroit was rapidly transforming into a notorious symbol of urban decay. In Redevelopment and Race: Planning a Finer City in Postwar Detroit, June Manning Thomas takes a look at what went wrong, demonstrating how and why government programs were ineffective and even destructive to community needs. In confronting issues like housing shortages, blight in older areas, and changing economic conditions, Detroit's city planners worked during the urban renewal era without much consideration for low-income and African American residents, and their efforts to stabilize racially mixed neighborhoods faltered as well. Steady declines in industrial prowess and the constant decentralization of white residents counteracted planners' efforts to rebuild the city. Among the issues Thomas discusses in this volume are the harmful impacts of Detroit's highways, the mixed record of urban renewal projects like Lafayette Park, the effects of the 1967 riots on Detroit's ability to plan, the city-building strategies of Coleman Young (the city's first black mayor) and his mayoral successors, and the evolution of Detroit's federally designated Empowerment Zone. Examining the city she knew first as an undergraduate student at Michigan State University and later as a scholar and planner, Thomas ultimately argues for a different approach to traditional planning that places social justice, equity, and community ahead of purely physical and economic objectives. Redevelopment and Race was originally published in 1997 and was given the Paul Davidoff Award from the Association of Collegiate Schools of Planning in 1999. Students and teachers of urban planning will be grateful for this re-release. A new postscript offers insights into changes since 1997.

Between 1914 and 1951, Black Bottom's black community emerged out of the need for black migrants to find a place for themselves. Tracing two centuries of rise, fall, and rebirth in the heart of downtown Detroit. Downtown Detroit is in the midst of an astonishing rebirth. Its sidewalks have become a dreamland for an aspiring creative class, filled with shoppers, office workers, and restaurant-goers. Cranes dot the skyline, replacing the wrecking balls seen there only a few years ago. But venture a few blocks in any direction and this liveliness gives way to urban blight, a nightmare cityscape of crumbling concrete, barbed wire, and debris. In Dream City, urban designer Conrad Kickert examines the paradoxes of Detroit's landscape of extremes, arguing that the current reinvention of downtown is the expression of two centuries of Detroiters' conflicting hopes and dreams. Kickert demonstrates the materialization of these dreams with a series of detailed original morphological maps that trace downtown's rise, fall, and rebirth. Dream City is populated by a varied cast of downtown power players, from a 1920s parking lot baron to the pizza tycoon family and mortgage billionaire who control downtown's fate today. Even the most renowned planners and designers have consistently yielded to those with power, land, and finances to shape downtown. Kickert thus finds rhyme and rhythm in downtown's contemporary cacophony. Almost fifty years ago, America's industrial cities—Detroit, Philadelphia, Cleveland, Baltimore, and others—began shedding people and jobs. Today they are littered with tens of thousands of abandoned houses, shuttered factories, and vacant lots. With population and housing losses continuing in the wake of the 2007 financial crisis, the future of neighborhoods in these places is precarious. How we will rebuild shrinking cities and what urban design vision will guide their future remain contentious and unknown. In Design After Decline, Brent D. Ryan reveals the fraught and intermittently successful efforts of architects, planners, and city officials to rebuild shrinking cities following mid-century urban renewal. With modern architecture in disrepute, federal funds scarce, and architects and planners disengaged, politicians and developers were left to pick up the pieces. In twin narratives, Ryan describes how America's two largest shrinking cities, Detroit and Philadelphia, faced the challenge of design after decline in dramatically different ways. While Detroit allowed developers to carve up the cityscape into suburban enclaves, Philadelphia brought back 1960s-style land condemnation for benevolent social purposes. Both Detroit and Philadelphia "succeeded" in rebuilding but at the cost of innovative urban design and planning. Ryan proposes that the unprecedented crisis facing these cities today requires a revival of the visionary thinking found in the best modernist urban design, tempered with the lessons gained from post-1960s community planning. Depicting the ideal shrinking city as a shifting patchwork of open and settled areas, Ryan concludes that accepting the inevitable decline and abandonment of some neighborhoods, while rebuilding others as new neighborhoods with innovative design and planning, can reignite modernism's spirit of optimism and shape a brighter future for shrinking cities and their residents.

The Transatlantic Collapse of Urban Renewal examines how postwar thinkers from both sides of the Atlantic considered urban landscapes radically changed by the political and physical realities of sprawl, urban decay, and urban renewal. With a sweep that encompasses New York, London, Berlin, Philadelphia, and Toronto, among others, Christopher Klemek traces changing responses to the challenging issues that most affected the lives of the world’s cities. In the postwar decades, the principles of modernist planning came to be challenged—in the grassroots revolts against the building of freeways through urban neighborhoods, for instance, or by academic critiques of slum clearance policy agendas—and then began to collapse entirely. Over the 1960s, several alternative views of city life emerged among neighborhood activists, New Left social scientists, and neoconservative critics. Ultimately, while a pessimistic view of urban crisis may have won out in the United States and Great Britain, Klemek demonstrates that other countries more successfully harmonized urban renewal and its alternatives.
