This report documents and presents results of a study to determine time-dependent behavior and relevant design criteria for simple-span precast, prestressed bridge girders made continuous. A questionnaire was used to determine current practice. Creep and shrinkage tests of steam-cured concrete loaded at an early age were made. Computer simulations were used to investigate the effects of time-dependent material behavior and variation in design parameters on the effective continuity for live load plus impact. The findings suggest that positive moment connections in the diaphragms at the piers are not required and provide no structural advantages. The findings also suggest that effective continuity for live load plus impact can vary from 0 to 100% dependent on the design parameters and timing of construction. Computer analyses were also used to determine an upper limit for the amount of negative moment reinforcement over the supports to insure full moment redistribution and attainment of maximum bridge strength. New computer programs were developed for simplified analysis to determine time-dependent effects and service moments. Recommendations for design procedures were presented and design examples given.

The Proceedings of the NATO Advanced Study Institute on Analysis and Design of Bridges held at ~e§me, lzmir, Turkey from 28 June 1982 to 9 July 1982 are contained in the present volume. The Advanced Study Institute was attended by 37 lecturers and participants from 10 different countries. The Organizing Committee consisted of Professors P. Gtilkan, A. C. Scordelis, S. T. Wasti and 9. Yl. lmaz. The guidelines set by NATO for the Advanced Study Institute require it to serve not only as an efficient forum for the dissemination of available advanced knowledge to a selected group of qualified people but also as a platform for the exploration of future research possibilities in the scientific or engineering areas concerned. The main topics covered by the present Advanced Study Institute were the mathematical modelling of bridges for better analysis and the scientific assessment of bridge behaviour for the introduction of improved design procedures. It has been our observation that as a result of the range and depth of the lectures presented and the many informal discussions that took place, ideas became fissile, the stimulus never flagged and many gaps in the engineering knowledge of the participants were "bridged". Here we particularly wish to mention that valuable informal presenta tions of research work were made during the course of the Institute by Drs. Friedrich, Karaesmen, Lamas and Parker.

On Thursday evening, May 23, 2013, the Interstate 5 Bridge over the Skagit River in Washington state collapsed due to impact by an oversize truck, dumping vehicles and people into the water. Fortunately, the bridge is located in a rural area and nobody was killed in the accident, but three people were rescued after their cars plunged into the frigid water of the Skagit River. According to Washington state officials, the bridge was inspected last year and was not structurally deficient, but collapsed because of apparent impact from an oversize truck. Nevertheless, the collapse of the steel truss bridge renewed appeals for greater investment in the nation’s aging infrastructure. These appeals are echoed throughout the bridge engineering community worldwide, as the condition of deteriorated bridges worsens with increasing traffic loads combined with lack of proper maintenance. Bridge engineers from different countries shared their experience toward achieving durable bridge structures, during the 7th New York City Bridge Conference, held on August 26-27, 2013. This book contains select papers that were presented at the conference. These peer-reviewed papers are valuable contributions and of archival quality in bridge engineering.
