Since the end of the Cold War, the U.S. Navy has shifted its focus from preparing for warfare on the open ocean to developing operational concepts and capabilities for conducting combat operations in the coastal waters of the world. However, the proliferation of increasingly sophisticated anti-ship cruise missiles threatens the ability of Navy ships to operate and survive close to hostile shores. In response to this threat, the Chief of Naval Operations directed a comprehensive review of ship self-defense requirements. Completed in fiscal year 1996, this study formally identified the capabilities needed by each ship class' to defend against cruise missile threats in the near, mid-, and far term. 2 Since then, the Navy has spent $3.8 billion to improve its ship self-defense capabilities against cruise missile attacks, and it plans to spend another $5.1 billion over the next 6 years. This report responds to your request that we (1) assess the Navy's progress since 1996 in improving the self-defense capability of surface ships against cruise missiles and (2) evaluate Navy plans for meeting future anti-cruise missile self-defense requirements. Appendix I contains the specific information you requested on the planned defensive suite for the San Antonio class of amphibious ships now in development.

By law, GAO is directed to assess the annual progress the Missile Defense Agency (MDA) made in developing and fielding the Ballistic Missile Defense System (BMDS). GAO also assessed MDA's progress toward improving accountability and transparency in agency operations, management processes, and its acquisition strategy. To accomplish this, GAO reviewed asset fielding schedules, test plans and reports, as well as pertinent sections of Department of Defense (DOD) policy to compare MDA's current level of accountability with that of other DOD programs. GAO's fiscal year 2009 assessment of MDA's cost, schedule, and performance progress is more limited than previous assessments because MDA removed key components of schedule and performance goals from its annual report of goals. In addition, though it had committed to, MDA did not report total cost estimates in 2009.

Over the past two and a half decades, the Department of Defense (DOD) has invested heavily to acquire a cruise missile capable of attacking ground targets stealthily, reliably, and affordably. After abandoning an earlier, more expensive missile and a joint service effort, the Air Force began producing the Joint Air-to-Surface Standoff Missile (JASSM) in 2001. After that, the program (1) encountered many flight test failures, (2) decided to develop an extended range version, and (3) recognized significant cost growth. The production decision for the JASSM-ER is planned for November 2010. Also, the Secretary of Defense has recently announced a major initiative to restore affordability and productivity in defense spending. This initiative is expected to, among other things, identify savings by conducting needed programs more efficiently.As DOD faces the initial production decision on JASSM-ER, GAO was asked to assess (1) most recent test results, correction of causes of previous flight test failures, and efforts to improve JASSMs reliability; and (2) JASSM cost changes, efforts to control costs, and additional cost risks for the program.
