The counties of Florida play a special role because of the settlement patterns of the state. Nearly half the population lives outside a city, and many others reside in a small municipality. For many citizens the local government they know and on which they depend is one of 67 counties. These units cover every inch of Florida and so every citizen is a county resident. The quality of life, then, depends very much on the functioning of these counties. They must be organized, managed, and financed so as to provide a huge variety of services to a society that is heavily urbanized. This book seeks to make the reader well aware of these obligations, and it introduces a companion principle, home rule. The counties must have the operating freedom and the resources to meet their responsibilities, and that flexibility must be provided by higher levels of government, particularly the State. The finances of counties, as well as other local governments, were being publicly debated in 2007-2008. Two chapters of this book provide important perspectives on the issues involved.

This book compares local self-government in Europe. It examines local institutional structures, autonomy, and capacities in six selected countries - France, Italy, Sweden, Hungary, Poland, and the United Kingdom - each of which represents a typical model of European local government. Within Europe, an overall trend towards more local government capacities and autonomy can be identified, but there are also some counter tendencies to this trend and major differences regarding local politico-administrative settings, functional responsibilities, and resources. The book demonstrates that a certain degree of local financial autonomy and fiscal discretion is necessary for effective service provision. Furthermore, a robust local organization, viable territorial structures, a professional public service, strong local leadership, and well-functioning tools of democratic participation are key aspects for local governments to effectively fulfill their tasks and ensure political accountability. The book will appeal to students and scholars of Public Administration and Public Management, as well as practitioners and policy-makers at different levels of government, in public enterprises, and in NGOs.

Local Government Financeÿdoes not follow the conventional operational approach to local government finance which typically focuses on issues such as revenue collection, budgeting, performance auditing and accounting, and debt administration. Instead, it offers a broader systemic and multi-level perspective by assessing the governance model of local government finance. For this purpose, the authors compare and contrast the South African model with the international experience. The publication thus makes a significant contribution to analysts and scholars in their sense-making and knowledge production endeavours in this field.
